當前歷史街區保存與再利用多作為展示空間使用,與常民生活脫節且未與周邊環境連結,無法彰顯核心價值,是目前發展之困境。位於台北市萬華區之剝皮寮歷史街區於修復後開放,並未迅速引起大眾關注,直到電影「艋舺」之宣傳後,才吸引大批人潮進入參觀,但隨熱潮退去後,大眾的關切也逐漸消失。剝皮寮歷史街區再利用應如何有效經營才能活化街區並永續發展,實為值得探討之議題。 本研究透過文獻彙整歷史街區活化再生相關理論,藉由德菲法與AHP問卷分析出歷史街區核心價值之權重為文化價值、環境美學價值、存在價值、經濟價值、科技價值。結合歷史街區活化再生相關理論及國外歷史街區成功案例,共同研擬出歷史街區活化再生架構,共分為歷史街區本身的核心價值、經營層面、與周邊關係三大項,藉此檢視剝皮寮歷史街區之發展,提出剝皮寮歷史街區潛力價值,再結合民眾問卷彙整剝皮寮歷史街區此三大面向之課題,最後以核心價值、多元化使用、民眾參與、公私協力經營、經濟獨立自主、文化行銷手法、都市設計連結周邊景觀、結合周邊機能、維持機能使用比例等各項原則,共同研擬剝皮寮歷史街區活化再生之發展建議。 本研究認為剝皮寮歷史街區的價值與內涵是活化與永續發展的重要關鍵,透過活動、宣傳等行銷方式,再結合空間氛圍塑造,將剝皮寮歷史街區的特色顯現,未來更期待達到自給自足的經營,讓剝皮寮成為歷史街區的發展楷模。
The difficult of history district about it is usually make reuse be exhibition space. It is not connect with surrounding environment and people existence, can not show of the core value. Bo-Pi-Liao history district is located at wan-hwa in Taipei. It was not concerned after reopen but the situation transformed with the movie 「MONGA」screens very quickly. However, the situation is transitory. Therefore, the most important issue is:how to make Bo-Pi-Liao history sustainable development. First, study papers about the revitalization of historic district. Second, use Delphi and AHP to analyse historic district core value, the results are culture value, environment esthetics value, existence value, economy value, science value. Then, to deduce the skeleton of revitalization of historic district about core value, management, surrounding environment. Use the skeleton to survey Bo-Pi-Liao history district. Collect the core value about Bo-Pi-Liao history district and popular questionnaire to find out development topic. Finally, to propose tactic for core value, Populace participation, independent economy, culture market, urban design with surrounding environment, etc. The key point about revitalization and sustainable development of Bo-Pi-Liao history district is core vaule. Connect activities and marketing to show characteristic of Bo-Pi-Liao history district. To expect to management self-sufficiency. Push Bo-Pi-Liao become the model of history district.
