學校交通安全教育推廣之研究─以臺北市中小學為例

摘要


學校交通安全教育是我國改善整體交通安全重要的一環,近年來國內推動九年一貫教育,在課程內容有增無減的情況下,大多數學校之交通安全教育課程無法在固定時段實施,僅能在彈性課程節數實施,而詳細的教學情形則由班導師視其他課程之進度決定。高中職學校乃至大專院校以上學子,更遑論有系統的交通安全教育。整體而言,交通安全教育課程的實施未受到應有之重視。因此要如何讓交通安全教育在有限的時間內發揮最大效果,實有必要針對交通安全教育之推廣方式作深入探討。 本研究旨在檢討臺北市中小學交通安全教育推廣之實施現況,探討學校交通安全教室暨網頁設置情形,交通安全多媒體教學成效分析,校園交通安全相關情境教學內容,以及學校周遭通學環境的探討,重新研訂交通安全教育學、術科課程推廣教案,提供主管機關暨學校進行課程修訂及校園交通安全情境教學規劃時參考。為了解各級學校交通安全教育推廣實施現況,本研究回顧國內外與學校交通安全教育推廣之相關文獻,探討學生交通事故發生的原因、學校交通安全教育推廣過程及交通安全教育評鑑報告內容,並參考臺北市政府交通局歷年來推廣學校交通安全之經驗,依此研擬學校交通安全教育推廣目標,並設計各項交通安全推廣活動課程,包括大客車乘車安全體驗、機車暨腳踏車安全騎乘推廣課程及交通安全情境模擬等教學內容。 本研究結果發現,訂定有系統的交通安全教育課程,加強交通安全教育教學頻率,以實際體驗之互動式教學方式,灌輸學生正確的交通安全觀念,讓他們有足夠保護自己的力量,則較能將所學落實於日常生活中的交通行為之上,並能有效降低學生交通事故傷亡情形,進而達到交通安全教育之目的。

Traffic safety education in schools plays the most important role in improving the overall traffic safety of our country. Our nation has pushed ahead with the nine-year compulsory curriculums for recent years. Under the circumstances of increasing contents of curriculum, most schools cannot implement on a regular basis traffic safety education curriculum, which can only be arranged in the flexible class, and the details of teaching content are decided by the homeroom teachers, who care about the progress of other curriculums. Let alone students in senior & junior high schools, colleges and universities, rarely have they received systematically traffic safety education. Overall, the implementation of traffic safety education doesn’t gain much emphasis as it deserves. In a bid to make traffic safety education generate the greatest effects in so limited period of time, it is crucial to probe into the promotion methods of traffic safety education. This study is mainly aimed at reviewing the existing implementation states of promoting traffic safety education in Taipei City elementary, senior& junior high schools, exploring the setting up of school traffic safety education classrooms and web pages, analyzing the teaching effects of traffic safety with multimedia resources, traffic safety education- related situation teaching in campuses, and accessible facilities surrounding schools. Moreover, revise the traffic safety education academic and professional promotion courses by using teaching case, offering for reference the competent authorities and schools to conduct curriculum amendments and plan for campus traffic safety situation teaching. In order to learn the existing situations of traffic safety education promotion by different levels of school, this study reviewed relevant domestic and foreign literature on the same subject, to probe into the causes of traffic accidents involving students, the schedules of school traffic safety education promotion and the contents of traffic safety evaluation report. In addition, I draw up the objects of school traffic safety education promotion in reference for the traffic safety education promotion experiences of Taipei City Transportation Department and design diverse traffic safety promotion activities including safety experience for large passenger car- riding, promotion curriculums for bicycle& motor scooter-riding safely and traffic safety simulation teaching. The study shows by developing systematic traffic safety educational curriculums, increasing the performance frequency of these courses, and instilling correct traffic safety concepts into students through interactive teaching methods and physical experiences, students can perform correct traffic related behaviors in their daily life , and better protect themselves. Thus, the students related casualties resulting from traffic accidents can be effectively decreased and the goal of traffic safety education can be achieved.
