根據行政院勞工委員會職災統計,勞工因不安全動作而發生職業災害的佔75%,其中雇主未對罹災勞工實施必要防災教育訓練者高達75%,顯示防災教育訓練並未落實。經由落實執行勞工安全衛生教育訓練,可減少勞工不安全行為,降低職業災發生,因此事業單位如何規劃、辦理安全衛生教育訓練,實為一項非常重要之工作。 目前臺北捷運系統員工數約達4,500餘人,每日平均運量超過134萬旅次,為提供安全可靠舒適便捷的運輸品質,首要確保捷運系統工作人員之安全與健康。為降低職業災害之發生,必須使勞工具備充足之安全衛生知識,而安全衛生教育訓練規劃則顯得格外重要。不論事先充分調查安全衛生教育訓練需求、擬訂完善計畫、落實執行,以及執行後的檢核與矯正措施,每一個步驟均應予以制度化。 本研究藉由相關文獻回顧,探討安全衛生教育訓練理論,並蒐集臺北捷運勞工安全衛生教育訓練需求,經分析以及流程化後,期望研擬出一套符合國內捷運系統之勞工安全衛生教育訓練規劃及執行機制,以達到符合法令要求,落實安全衛生教育訓練,確實保障捷運系統內從業人員之安全與健康。
The occupational injury statistics of Labor council of Executive Yuan suggested that 75% of occupational accident resulted from the unsafe act, of which as high as 75% of employer didn’t provide essential safety education and training for the labors, it shows that the safety education and training have not yet been well implemented accordingly. Labors’ unsafe act can be reduced as well as the injury rate by full implementation on labor safety and hygiene education and training. Thus, it is very important for the enterprise on how to plan and implement safety education and training. The Taipei MRT transports more than 1.34 million people daily. Ensuring the MRT staff’s safety and health is the first priority for providing safe, reliable quality, comfort and convenience service. Around 4,500 employees worked in Taipei MRT, to provide the employee with sufficient safety knowledge, the safety and health education and training are crucial particularly and all steps of demand survey, comprehensive planning, implementation as well as review and corrective measures following the execution should be institutionalized. Through the related work on literature review, this study derives the education and training theory for labor safety and health and conducts an education and training needs survey for Taipei MRT employees. By analyzing the survey and setting up the procedures, this study also establishs a labor safety and health education and training planning and implementation mechanism which can be tailored to MRT operation and conformed the requirements of laws and regulation in Taiwan.
