電力部門能源替代方案成本效益分析

摘要


隨著能源即將耗盡、燃料價格不斷攀升及溫室氣體排放量過高,各國無不積極採取因應措施。2007年通過「峇里島路線圖(Bali Roadmap)」,在此次會議中,我國、新加坡及南韓等新興工業國家,已被列入下一波溫室氣體管制對象。2008年行政院通過「節能減碳無悔措施全民行動方案」,徹底落實「節能減碳」施政主軸。2007年電力部門火力發電佔比為68.8%,二氧化碳排放約佔全國總排放量59%,「減碳」將使電力部門成為首要衝擊對象,政府陸續提出「再生能源發展方案」及「擴大國內天然氣使用方案」等能源替代方案,將對電力部門成本效益產生不確定的影響,政府貿然投入龐大社會資源,是否能符合成本效益原則。 本研究採用長期能源替代規劃系統作為研究工具,以台電公司為案例之基礎方案,天然氣方案及再生能源方案作為比較之替代方案,模擬2008至2025年電力部門受能源替代方案成本效益之變化情形,並藉由敏感度分析,探究變數對成本效益之影響程度。本研究結果2025年替代方案(天然氣及再生能源)較基礎方案具備效益,亦即替代方案為值得推行之方案;若考量二氧化碳減量成本及技術變化,則方案效益將提高。敏感度分析結果以資本成本對總成本影響幅度較大。

The problem, as everyone knows, is energy crisis, rising fuel prices and greenhouse effect. Greenhouse effect mainly burns of fossil fuels leading to higher carbon dioxide concentrations. In 2005, Kyoto Protocol is proposed successfully to reduce greenhouse gas emission. In 2007, Taiwan, Singapore, South Korea and other newly industrialized countries, have been requested to include the new greenhouse gas control goal in Bali Roadmap conference. However, Taiwan government proposes energy policy for reduce carbon dioxide emission include enlarge natural gas use scenario and renewable energy development scenario. The power sector was mainly of power supply source. The power sector was 68.8 per cent of power generation based on imported fossil fuels which represented 59 per cent of carbon dioxide emission of Taiwan. This study aims to analyze the energy policy by Taiwan power sector’s cost and benefit for the period 2008-2025. Long-range Energy Alternative Planning (LEAP) system is used as tool to analyze in the study. Three scenarios include Business as Usual, Natural Gas and Renewable Energy scenarios. The benefit is compared based on capital costs, fixed operation & maintenance costs and fuel costs. The result indicates the feasibility of Natural Gas and Renewable Energy scenarios more economically favorable than Business as Usual scenario until 2025. When consider the carbon dioxide emission and capital cost varying, the benefits of Natural Gas and Renewable Energy scenarios will increase. The sensitivity analysis result indicates the capital costs is high-sensitive for total costs.
