私立技職院校教師參與產學合作意願之影響因素探討

摘要


近年來隨著知識經濟快速發展,產業之升級轉型,在以知識為競爭基礎下,人力資本已成為經濟成長及產業發展的主要動能,而大學法第一條內容為「大學以研究學術、培育人才、提升文化、服務社會、促進國家發展為宗旨。」,其中若欲達成促進國家發展此重大使命,唯有透過「產學合作」,才能將大學內之資源與研究成果貢獻於社會國家,而產學合作活動主角人物即是教師;技職教育重點在於配合國家發展重點、經建發展需要並提供產業所需之技術人力,而其中佔有很大比例的即為技職院校。 本研究旨在探討私立技職院校教師參與產學合作意願之影響因素,並比較其差異。研究對象為北區(北北基及桃竹)私立技職院校共25所(私立科技大學及私立技術學院)之教師,經文獻分析及編製之「私立技職院校教師參與產學合作意願之影響因素探討」問卷調查研究,計回收樣本問卷356份,透過統計分析,發現結果如下: 一、 由本研究整理、歸類出影響私立技職院校教師參與產學合作意願之六大因素:個人因素、學校組織及政策因素、政府政策與法令因素、資訊交流與互動因素、整體環境因素及其他因素。而以「整體環境因素」面向排列第一。 二、 在個人因素面向之細項中以「增加個人解決問題的能力、充實自我並提昇研究能力」與「可挑戰自我能力、激發創意」對私立技職院校教師參與產學合作意願較有影響。 三、 在學校組織及政策因素面向之細項中以「來自學校對教師評鑑及升等的壓力」對私立技職院校教師參與產學合作意願較有影響。 四、 在政府政策與法令因素面向之細項中以「政府教育單位對私立技職院校申請補助通過核定比率及經費分配」對私立技職院校教師參與產學合作意願較有影響。 五、 在資訊交流與互動因素面向之細項中以「了解產業發展趨勢,提供更寬廣的研究及教學方向」對私立技職院校教師參與產學合作意願較有影響。 六、 在整體環境因素面向之細項中以「業界對於產學合作之意願高低」對私立技職院校教師參與產學合作意願較有影響。 七、 在其他因素面向之細項中以「產學案例可以作為教學上討論的議題、擴大教學效果」對私立技職院校教師參與產學合作意願較有影響。 八、 以集群分析法發現,本研究之影響因素在「是否參與過產學合作計畫」背景變數上有顯著差異。「有」參與過產學合作計畫之私立技職院校教師較多歸納在「高影響反應群」及「中影響反應群」中。

With the soaring prosperity of knowledge economy and the transforming of industries, human capital has become the major momentum of economic growth and industry development. The first Article in University Act states “Universities shall encourage academic research, cultivating talent, enhancing culture, serving society and accelerating the development of the country.” It is believed that only through “industry-academy collaboration” can contribute universities’ resources and researches to the society as well as the country. The major function of vocational education is to provide technicians that meet the requirements of the industries and further to help the nationwide economic growth. The purpose of this study is to investigate the factors that influence teachers’ willingness to participate in industry-academy collaboration in private vocational institutes. This study applied the questionnaire survey to teachers in the twenty-five private vocational institutes in Northern Taiwan. The returned 356 questionnaires were analyzed using expert content validity, item analysis, and reliability analysis. The result of the survey listed as following: 1. The six factors that affect the willingness of the teachers to participate in industry-academy collaboration in the private vocational institutes are: personal factors, the organizational structure and policies of the institutes, government policies, information interchanges, environmental factors and others. Among all, the environmental factors listed as the most influential element. 2. The major influential elements in personal factors are ‘increase personal problem solving abilities and enhance research abilities as well as self-fulfilling’ and ‘self-challenging and excite creativity’. 3. The most influential element in the aspect of organizational structure and policies is ‘the pressure from teacher’s review and promotion’ 4. On the aspect of government policies, the most influential element is ‘the ratio of und granted by MOE to the private vocational institutes and the fund distribution’ 5. ‘Understand the trend of industry development and provide in-depth and broader research and teaching methods’ counted as the major influence on the aspect of information interchange. 6. ‘The willingness of the industry to participate in industry-academic collaboration’ rated as the most influential element in the elemental factor. 7. On the other aspects, ‘cases from industry-academic collaboration can be discussed in the classes which enhance teaching’ counted as the most influential element. By cluster analysis, this study indicates that there is an obvious difference when asking ‘Have you ever participated in an industry-academic collaboration?’ Those teachers who ticked on ‘yes’ were classified in ‘strong reaction cluster’ and ‘mild reaction cluster’.
