我國高職教育私人投資報酬率

The Private Rates of Return to Investments in Vocational Education in Taiwan

摘要


本研究旨在比較民國83-92年間高職與高中的教育私人投資報酬率,並探討高職教育私人投資報酬率在十年教改期間的變動趨勢,以及不同的個人背景變項對高職教育程度勞動者薪資之影響。本研究採用能夠反映生產力高低之勞動薪資作為衡量指標,爰引行政院主計處所發布的《中華民國臺灣地區人力運用調查報告》原始及次級資料與教育統計數據,將勞動力依學制區分為「高中」與「高職」二類研究對象,採簡捷法比較民國83-92年高職與高中教育的投資報酬率高低;再利用Mincer的人力資本薪資所得函數建立薪資模型,進行高職族群之個人背景變項對薪資影響的差異性比較。 本研究的主要結論如下: 一、民國83-92年期間高職教育私人投資報酬率低於高中,且差距逐年擴大。 二、工作經驗、現職工作年資、工時、性別、就讀類科、從業身份與學用是否相符對高職教育程度者的勞動薪資有顯著影響。 三、學生就讀高中或高職對薪資的影響雖有統計上顯著差異,但影響幅度甚小。 最後,本研究茲依文獻探討結果與研究結論提出若干建議,供教育主管機關、學校與未來從事相關研究者參考。

The purposes of this study are to compare the private rates of return (ROR) between vocational education and general education programs, to investigate the private ROR’s transformed trend of vocational education, and to analysis the difference among demographic variables to the earning of vocational education graduates from senior high schools during 1994-2003 in Taiwan. Labor earning which could best reflect the human resource productivity was selected as the indicator for computing the benefit of education. All raw data of this study was retrieved from the databanks of Educational Statistics and Manpower Utilization Survey released by Office of Accounting and Statistic, Directorate-General of Budget, Republic of China in Taiwan. The short-cut method was adapted to compare the private ROR of 1994-2003 between general and vocational educational programs in high schools. An earning model through human capital earnings function of Mincer was proposed to compare the difference caused by the influence from personal background variables of vocational high school education on worker’s earning. Major conclusions of this study are as following: 1.Over the past ten years, the private ROR of vocational education was lower than that of general education in senior high schools in Taiwan, and the gap of private ROR between vocational and general education has been increasing every year. 2.Working experience, working seniority, hours of work, sex, professional subject, employment identity significantly affected earning of workers who have received vocational high school education. 3.Attending general or vocational education in senior high schools would influence workers’ earning, but the effect on it was very slight. Finally, the study also offers related suggestions, which may improve the administration, schools, and later researchers.
