台灣在高度的自來水接管普及率之下,自來水管網的運作已和民眾的生活息息相關,特別是在人口密集的都市地區,維持自來水管網的正常運作是十分重要的工作。自來水管網系統除了平時提供一般的日常用水以及工業用水之外,在重大的地震災害發生時,自來水管網系統能否正常運作,對於救災行動能否順利進行有著決定性的影響,特別是自來水管網系統的破壞可能會導致救災單位以及醫療單位面臨無水可用的窘境,這樣的情形可能引發二次災害,致使災情更加嚴重,因此在大規模地震發生後,自來水管網系統必須能夠供給足夠的消防用水以及醫院用水,以利於救災行動的進行。由於現今的科學技術尚無法有效對地震的發生進行阻止或預測,因此唯有利用科技及工程方法來做事前的預防,將地震所引起的災害損失降至最低,才能有效的抑止災害的擴大。因此本研究以境況模擬的方式,針對自來水管網系統的可靠性進行評估,這種方式將有助於改善供水系統的穩定性,以防止災害來臨時,救災單位陷入無水可用的窘境,而引發二次的災害。
The use of the tap water is prevalent in Taiwan, especially in the city. Hence, the urban water supply network became very important for municipal water management. The water supplied mainly for the general and industrial use. It also can play a major role in helping the rescues operation when earthquakes occur. Especially when the water supply systems break down the hospitals and fire stations will not have enough waters to do the rescue work, and the results may worsen the disasters. Hence, the urban water supply system is very important. At present, earthquakes are unpredictable and there are no effective ways to prevent them from occurring. But the advance of technology can help create preventive measures to reduce the damage from the earthquakes. This study uses the method of scenario simulation to evaluate the seismic resistance of urban water supply systems. It can help the Water Department to improve the stability of water supply systems. When disaster occurs, enough water will be available for disaster rescue.
