蘇花公路改善計畫對東部礦產、水泥產業之影響及因應策略分析

摘要

根據經濟部101年礦業年報總計，宜蘭縣及花蓮縣佔臺灣地區開工礦場七成，主要開採大理石 (石灰石)，為水泥原料主要來源。顯示我國東部地區為礦業發展之重鎮，礦產資源相當豐裕。然而近十年環保意識逐漸抬頭，東部地區除礦產資源豐富外，更有得天獨厚的特殊地形，亦是觀光資源相當豐富的地區。從興建蘇花高、蘇花替至現今蘇花改之爭議中，許多民眾認為政府應於發展東部同時重視國土環境之保護。但礦業乃東部優良傳統產業，已具備相當之技術與專業人士。其中勢必要尋求一折衷點。回顧過去文獻，已有相當多文章提到有關花東地區礦砂石產業對東部之影響，但仍缺乏一套完整對蘇花改完工對東部礦砂石產業運輸之影響分析。因此，本研究希望從目前東部礦砂石產業之供需現況、運具使用、當地上位政策以及運能提升計畫綜合評估，做出蘇花改對東部礦砂石產業發展之SWOT分析，並經由專家訪談逐次完善SWOT分析表並且延伸至後續策略選擇分析，之後透過策略選擇分析表設計專家問卷，由產、官、學、研之專家提出對於運輸改善策略之方案權重評比，最後擬定東部礦砂石之運輸改善策略。希望透過本研究，不但能對目前東部礦砂石產業做一次完整之現況分析，未來也可提供該區運輸規劃之參考。

However, the gradual rise of environmental consciousness in recent years, in addition to the eastern region rich in mineral resources, the more unique special terrain is also quite rich tourism resources area. From the construction of the Suhua, Suhua Suhua for change to the present dispute, many people believe that the government should also pay attention on the development of the eastern territory environment protection. But mining industry is the eastern tradition, already have considerable technical and professionals. Recalling the past literature, there are quite a few articles mentions the flower industry eastern Ore Stone eastern influence, but still lack a complete change on the completion of the Soviet Union took the eastern ore stone industry transportation impact analysis.
Therefore, this study hopes from the current supply and demand in the eastern ore stone industry status, use of transportation modes, the local host and transport policy can enhance comprehensive assessment plan to make changes to the east ore Suhua the development of stone industry SWOT analysis, and through expert interviews successive complete SWOT analysis table and extends to the subsequent policy choice analysis, followed by strategic choice analysis table design expert questionnaire by industry, government, academia, research experts proposed for the transport improvement strategy program weight rating, finalizing the eastern ore stone transport improvement strategy. Hope that through this study, not only on the current eastern ore stone industry to do a full analysis of the current status, future transport planning area can also be used as a reference.
