Outsourcing and modernization strategy process (electronic business) could facilitate the enterprise to focus on its core values. With the use of the information technology and the rise of the Internet, the enterprise inducts electronic business. Through the electronic business, the Mechanical and Electrical Engineering industries are closely to other industries. Outsourcing is also one way of strategic management for business organization, and it could be used to achieve the enterprise’s expected goals. With the development of the network information, the enterprise could focus on its core operation abilities. The researcher has been working in the Mechanical and Electrical Engineering industry for nearly almost forty years, and as a partner of the famous company T. The study investigates and analyses the case in practice, and provides the practical experiences for reference. In the study, five dimensions are offered as follows: organization culture, transaction costs, web resources, outsourced project and motivation and enterprise resource. Questionnaires about the five dimensions are filled out to select the most appropriate outsourcing decisive option.
