平板電腦導入公共工程檢驗之研究-以台電配電工程為例

摘要


平板電腦的出現,帶來個人運算裝置的轉變,平板電腦使得IT資源隨身帶著走,開始取代紙本、筆電,甚至進入原本IT到不了的工作場域。而平板電腦導入台電配電工程,除了可利用平板電腦之便利及可攜性,連結台電公司配電系統現有工程管理資訊系統,以提升其配電工程檢驗員工作效率外,也可同時加強24個地區營業處工務部門管理階層工程管理即時處理能力,以提升每年60多億元工程費之配電工程績效。惟由於導入成本甚高,台電公司必須先行做好全面的評估,考慮平板電腦導入對台電公司內部各層面的影響,來作為是否導入平板電腦於台電配電工程檢驗之決策依據。 本研究的目的在於提供台電公司評估平板電腦導入台電公司配電工程檢驗之依循參考,共分為二部分:(一)透過文獻回顧的方式,建立平板電腦導入台電配電工程評估層級架構。並利用修正式德爾菲法(Modified Delphi Method),蒐集專家意見來篩選共識及重要程度值高的評估準則;(二)以此評估層級架構為基礎,建構平板電腦導入台電配電工程評估模式,其中以AHP層級分析法計算出平板電腦導入配電工程各評估準則之權重比例。以此作為日後台電公司工程管理業務引進平板電腦之相關評估依據,以提供台電公司配電工程未來提供配電工程管理績效之重要依據。 本研究提供企業做為導入平板電腦於其工作上之相關參考依據,旨在將其化繁為簡,以提供企業一系統化的指導方針。本研究也建議,未來可用其他的研究工具作更多的運用,例如加入導入平板電腦之程序,使企業導入平板電腦的研究能更趨完整。

With the appearance of tablet, in addition to changing in the personal computing device, also allows inspectors to bring IT resources to wherever they go. Tablet has not only replaced the traditionally paper documents and notebooks, also get into a new field which original IT can’t be in the past. By integrating the tablets into the Taipower power distribution engineering projects, Taipower inspectors can use the convenient and portable tablets to link to Taipower existing engineering management information system to handle official business anytime. The advantage can not only enhance engineering inspectors’ efficiency and strengthening the 24 regional offices of their Department of Public Works management of real-time processing capabilities, but it also can improve less than about NT$ 60 billion engineering fee on power distribution engineering performance. However, the high cost of integration let Taipower must make a comprehensive assessment at first. They should consider the influence of integration tablets into the Taipower internal aspects, of which as a policy-making basis of whether Taipower can integrate the tablets into the power distribution engineering inspection or not. The objective of this research is to provide Taipower a reference about assessment of integrate the tablets into the power distribution engineering inspection. The content is divided into two parts: (1) By reviewing literatures to establish the tablets integration with Taipower distribution engineering assessment hierarchical structure. Using the Modified Delphi method to sift and collect experts’ opinions, consensus and the importance of high value assessment criteria; (2) Building the tablets to integrate with Taipower distribution engineering evaluation mode on the bases of AHP, and then using it to calculate each assessment criteria weights ratio of it. Both of these 2 parts are not only provide the related assessment basis for Taipower engineering management’s operations to introduce the tablets, but also provide an important performance of engineering management for Taipower in the future. This research provides the enterprises the relevant reference bases when they introduce tablet computers at work. The purpose is to simplify as well as to provide enterprise have a systematic guidelines. The thesis also suggests that using other research tools to do more available in the future. For example: Adding the introducible procedures of tablets, so that enterprises can introduce the tablets to work more perfection.
