都會區土地開發適宜性因子之探討

摘要


台灣地區的地質、地形環境、天候狀況,與環境開發的交互作用之下,肇生洪患、土石流、地震、都市及產業災害等災害類型,台灣地區的人民生活在各種災害威脅的空間,如何透過建築防災規劃的方式減少民眾遭受災害威脅的風險是非常重要的,本研究以建築基地選址開發為例進行探討,從取得一塊土地資料的審慎評估開始至確認要開發該土地,每一環節都非常瑣碎且重要,因此可透過風險管理必須防患損失於未然,預見將來可能發生的損失,而是先與以防止,或預期將來事故發生後可能造成之影響,而事先擬妥解決辦法。如建築開發選址時,應考量避開可能淹水的地區,因民眾購屋時會選擇避開有風險的區域,如山坡地範圍、排水不良的水岸等。 土地開發市場中風險的大小一直是開發者最關心的議題,都會型土地開發隱藏了許多潛在的風險,大部分的風險都是容易被忽視而導致開發失敗的命運,本研究嘗試以風險管理、投資評估為核心理論進行探討,經由文獻回顧法及歸納演繹法,初步分析不動產開發行為影響之因素,去探討其潛在的風險形式,或只是對單一風險加以探究,本研究針對投資開發(土地開發)階段研擬建築業風險管理模式,以有效地進行各項決策及提昇經營的績效,並透過統計分析程序歸納尋找出都會區土地開發關鍵成功之核心要素。

Due to the interaction of geology, topography, climate, and development of environment in Taiwan, it makes many kinds of disasters happen easily, such as flood, mudflows, landslides, earthquakes, metropolis disasters, and industrial disasters. Therefore, it is very important to make the people who live in the area with the risks of different kinds of disasters face lower risk in suffering disasters by planning the ways to prevent the disasters in constructions. This research is using deciding the location of construction bases as the case to study. Due to the reason that every step would be very detailed but important from the evaluation in the data of land to the confirming in developing one land, it has to manage risks before they really happen. It would be able to prevent or predict the damage from disasters by having the plans before the disasters happen. For example, when deciding the developing location for constructions, due to the reason that consumers might avoid the high risky places when they want to buy houses, it shall preclude the places, such as slopes or shores with bad draining, where might have the flooding. The risks in developing lands are always the most important issues for the developers. There are many potential risks from developing lands in cities, and most of the risks which might be ignored might cause the failure of the developing projects. This research is trying to study about risk management and evaluation of investment to analysis the factors in developing real estate for studying the types of risks by reviewing the literatures, induction, and deduction. This research is focusing on developing the model of risk management in having the investment of steps in developing lands. The model is for having the decisions and improving the performance in management efficiently. By statistical analysis, this research is trying to find out the main factors for developing the lands in cities successfully.
