至2010年底,台灣已經有18個通過世界衛生組織社區安全推廣協進中心(WHO Collaborating Centre on Community Safety Promotion)認證的安全社區。但是對於評估安全社區成效的文獻卻不多。因此想探討台北市國際安全社區及一般社區,在傷害死亡率的趨勢及民眾安全認知態度行為上的差異。 本研究以台北市內湖區和中正區做為通過認證超過兩年的國際安全社區代表,大同區、文山區、南港區及信義區為新認證國際安全社區代表,一般社區代表則為大安區、萬華區及北投區。針對三種類型社區進行居民對於安全認知、態度及行為的問卷訪問,並利用衛生署死因統計資料來看三種類型社區2005-2009年的傷害死亡率趨勢。 在非蓄意傷害死亡率上,三種類型社區整體都呈下降趨勢,但2009年有些微上升,蓄意性傷害死亡率上,國際安全社區呈下降趨勢,但一般社區則有先下降後上升的現象。問卷部分共收回有效問卷637份,其中通過認證超過兩年的國際安全社區206份,新認證國際安全社區227份,一般社區204份。在安全行為方面,國際安全社區較一般社區有正確的行為,且推動越久的社區越正確;安全態度方面,國際安全社區較一般社區有正向的態度;安全認知方面,三種類型社區沒有顯著差異。 通過認證的國際安全社區與一般社區在過去五年的傷害死亡率趨勢上並沒有太明顯的差異,不過在民眾對安全的認知、態度及行為方面顯示,安全社區在安全態度與行為上確實較一般社區表現好,長久以後,或許還是可以從傷害資料及死亡資料中看到傷亡減少的成效,因此「安全社區」為值得推廣的計畫,也建議更多的社區加入安全社區的行列。
By the end of 2010, there are 18 designated safe communities in Taiwan. However, only few reports were made on the evaluation of the effectiveness of the safe community program. The purpose of the study is to evaluate the effectiveness of safe community programs by comparing injury mortality trends and residents’ knowledge, attitude and practice (KAP) of safety between safe communities and other communities. We chose three types of communities in Taipei City for comparisons: communities designated as international safe communities over 2 years (Senior SC), newly designated international safe communities (New SC) and non-safe communities (Non-SC). The study was conducted by calculating injury mortality rates of selected communities for the year 2005 to 2009, and analyzing KAP data collected through questionnaire survey. No significant difference was found between communities on injury mortality rates. As to the results of KAP survey, there is no significant difference on safety knowledge scores among the three types of communities. The Senior SCs showed the highest safety attitude and practice scores, and the New SCs displayed better than Non-SCs in safety practice but not in attitudes. In conclusion, safe-community programs do show the effect on strengthening people’s safety attitudes and behaviors, although it may take longer time to show the effect on reducing Injury mortality rates. The effectiveness of safe community program revealed by this study has provided an evidence to support safe community movement.
