摘要

本研究將護理人員排班定義為，在滿足醫院或單位排班政策之下，考量單位人力需求及被排班者屬性後及狀況;以及該單位病人的需要，在一特定時段內對該單位護理人員的休假及工作班次加以計劃的程序，合理分配護理人力資源，以使護理人力資源能得到有效的運用。 護理主管在面臨人力有限以及員工意識抬頭，病患消費者意識抬頭對醫療服務品質要求日增等情況下，合情合理、有效率的護理排班及護理人力應用是護理界努力的方向。 本研究經由完整的資料收集將班別種類、排班規則、排班政策做一整理並完成被排班者屬性設置，利用WEB及HTML（Hyper Text Markup Language）、ASP（Active Serve Page）、VBscript建構一Weba-Base護理排班支援系統。此系統可配合排班過程調整被排班者屬性，提供護理長或其它排班者在排班時能依被排班者屬性的及時變動而在排下一個班時有所參考。經由此系統的幫助，排班者及被排班者可以方便的在任何地方要班和排班，另外護理長在排班時不需再依護士的支援夜班次數、包班的夜班天數、假日休假天數．．等逐項以手工的方式統計，節省排班所花費的時間，並提高排班的正確性。

This research defines nurse scheduling as a timely planning procedure for the in-unit nurses’ work shifts and off days, which would observe the scheduling policy of the hospital or unit, and take into account the manpower requirements of the unit, the personal attributes of the ones to be scheduled and the demands of the patients. Nurse scheduling should distribute the employees and tasks in a reasonable way that the nursing human resources can be put into an effective use. Nowadays the nursing administrators are faced with problems like labor shortage, the worker self-consciousness which appeals to a better working environment, and the patient/consumer self-consciousness which demands a better treatment quality. Thus, how to make a more reasonable nurse scheduling and how to apply the nursing human resources in a more efficient manner would be worth endeavors of the whole nursing industry. Through thorough data collection, this research sorts and arranges the shift types, scheduling rules and scheduling policies, and completes a personal attribute allocation of the nurses to be scheduled. By way of designs through WEB, HTML (Hyper Text Markup Language), ASP (Active Serve Page) and VBscript, an Interactive Nurse Scheduling Support System is constructed to adjust the attributes of the scheduled to fit the scheduling process, and to provide the head nurses or other schedulers references of timely changes on the attributes of the scheduled persons, so that adjustments can be made within the next shift. With the help of this support system, the schedulers and the scheduled persons can easily cut in to schedule or reschedule their shifts, and the head nurses do not need to sum up manually the considering factors like the times of the nurses’ working in the night shift, the times of undertaking the night shifts completely, off days on holidays, etc. Time can be saved for scheduling and a higher accuracy as well as acceptability can be achieved.
