台灣醫界對推行醫療旅遊之看法研究

摘要

本研究之主要目的在於瞭解區域級以上醫院院長與醫學會理事長對於醫療旅遊的認知與推行態度、醫療旅遊的推行現況，及其影響醫療業界推行醫療旅遊的相關因素，期能作為醫療機構在未來推行及主管機關擬定推動策略之參考。
　　研究方法分為兩部分，第一部分採用質性研究中的焦點團體座談，針對在醫療業界中已投入或正規劃醫療旅遊推行的專家做訪問，以了解目前台灣推行醫療旅遊的情況。本研究將焦點團體座談紀錄分為八個面向做結果摘錄，分別如下：
一、對醫療旅遊的定義；二、推行醫療旅遊之動機；三、推行內容與目前規劃情形；四、台灣推行優勢；五、台灣推行劣勢；六、醫療院所與業界實際推行醫療旅遊之阻礙或困難，包含法律面及醫療業與觀光業者合作之問題；七、受訪者對醫療旅遊及推行上的看法；八、預期未來可創造之產值及就業人數。
本研究第二部分為量性研究，研究對象為區域級以上醫院院長與各醫學會理事長，為橫斷性研究，以結構式問卷進行調查，了解醫界對醫療旅遊的認知與態度與推行之現況與意願。本研究共發出207份郵寄問卷，回收36份，回收率為17.3%。
彙整質性與量性研究結果，主要研究結果如下：
一、多數與會者、受訪者認為醫療旅遊的範疇包含醫療觀光與保健旅遊。
二、多數與會者、受訪者認為醫療水準高是台灣發展醫療旅遊的優勢。
三、最多與會者、受訪者認為健康檢查是台灣目前最適合發展的醫療項目。
四、多數與會者認為醫院參加國際評鑑可成為未來發展國際化之趨勢。
五、受訪者多從報紙(52.78%)、電視廣播(41.67%)、相關演講(36.11%)、學/協會研討會(33.33%)獲得醫療旅遊的相關資訊。
六、多數受訪者認為政府政策未妥善規劃配套措施(75%)、國內醫療相關法規嚴謹限制(61.11%)與外交處境困難，不利拓展行銷(57.14%)為台灣發展醫療旅遊的劣勢。
七、多數受訪者認為台灣有潛力發展醫療旅遊。
八、多數受訪者表示有意願發展醫療旅遊。
因醫療旅遊在全球為新興的產業，故醫院初期發展醫療旅遊時，建議應謹慎評估，並可配合政府政策推廣。推動醫療旅遊是攸關民生福祉的產業政策，涉及鉅額投資與資源整合，以及企業升級再造等重大議題，同時亦是一項對相關業者會產生相當長遠影響的重大工程。建議政府應對相關配套作業給予實質的補助、輔導或鬆綁，以期真正達到提昇產業競爭力，獎勵投資，吸引來台就醫旅遊的政策目的。建議後續研究者可待未來台灣在醫療旅遊的推行上已趨成熟時，再做更進一步的探討與全國性的研究。

The purpose of this study is to survey the perceptions, attitudes and opinions of key persons in medical field regarding medical tourism. This study was composed of qualitative and quantitative methods. For the qualitative method, a focus group was conducted with 23 experts in the medical field who will be planning or carrying out medical tourism. As to the quantitative method, the study population including superintendent in regional hospitals and medical center, even the president of a council in medical field. 36 copies of questionnaire were returned of 207 sent questionnaires, with the response rate by 17.3%.
The major findings were:
1.Most participants and respondents considered that the scope of medical tourism is large.
2.Most participants and respondents thought that the high-quality health care of Taiwan is competitively advantageous for Taiwan to develop medical tourism.
3.Health Examination could be one of the most fit items for developing medical tourism in Taiwan
4.The majority of the participants opinioned to participate the Joint Commission International (JCI) can be one of the trends for the future international development.
5.Most respondents received the information of medical tourism via newspapers (52.78%), TV or radio broadcast (41.67%), related lectures (36.11%) and conferences (33.33%).
6.Most respondents considered the weaknesses of developing out medical tourism in Taiwan are the under-developing policy for medical tourism (75%), rigid medical related regulations (61.11%), and the harsh diplomacy of Taiwan (57.14%).
7.Most respondents felt that Taiwan has potential for developing medical tourism.
8.Most respondents expressed their will for developing medical tourism.
Based on the findings, three suggestions were drawn. First of all, managers should plan to develop medical tourism thoughtfully. Secondly, the Government should provide the countered subsidization and guidance. Finally, further research should focus on a national-wide issue.
