資訊科技人員生涯發展策略之研究

摘要


隨著資訊科技和網路的快速普及,組織中資訊部門從過去擔負支援的次要角色,轉變為組織對外競爭的策略核心的角色,組織對資訊人員的生涯發展環境和升遷管道的議題逐漸重視。雖然資訊人員的需求日漸擴張,目前資訊科技人力市場供給上並未呈現出一相對性的成長趨勢,造成目前企業普遍出現資訊人員短缺的現象。資訊科技人力市場的需求─供給不均衡的情形下,更使得資訊人員的流動比率隨著資訊科技環境變動的影響而較一般員工更提高。企業為因應此變動,勢必需要對資訊人員生涯發展進行更深入的管理。透過初步的文獻蒐集發現,目前關於資訊人員的生涯路徑規劃議題著墨較少。 因此,本研究希望透過對資訊人員生涯資料的蒐集以歸納其生涯發展策略,分為專業忠誠、專業跳槽、轉型忠誠、轉型跳槽等四型。其次,分析生涯發展策略、個人因素、組織因素與資訊科技人員生涯表現的相關性,期望提供企業和資訊科技人員在生涯規劃、教育訓練等生涯管理上的參考。 本研究採問卷調查方式,透過人格特質量表(Personality Scale)、工作說明量表(Job Descriptive Index )、資訊人員生涯發展流程的資料蒐集,以實證本研究之假設,最後並針對資訊人員生涯發展提出適當的建議。研究發現不同生涯發展策略之資訊人員的生涯表現(工作滿意度、薪資、升遷速度)具顯著差異。忠誠者薪資高於跳槽者;在升遷速度,專業忠誠之程式設計師、資深工程師等待時間較久,升遷速度顯著低於其他策略之員工。其次,人格特質、職位年資、組織規模、組織結構等因素對不同生涯發展策略之資訊人員的生涯表現產生不同程度之影響。

As the information technology(IT) and internet prevail, the role of the information department in the organization had changed from the minor supporter to the strategic core against other competitors. Today organizations pay more attention to establishing a comfortable career environment and smoothing promotion paths for IT professionals. Although the demand of IT professionals keeps rising, it still can’t reach a balance between supply and demand in the market of human resources. It generates the shortage of IT professionals and causes employees’ problems in the enterprises. According to the survey, the turnover rate of IT professionals is higher than that of employees in other departments. After introducing IT, the need of the organizations to do career management of IT professionals is becoming more urgent. Through the information collecting, we found most researches of this topic neglected the career paths that are more important for IT professionals. Based on these reasons, we hope to induce the career development strategies of IT professionals by collecting and analyzing the career paths of IT professionals. We propose four career development strategy:Specialty-Loyalty and Specialty-Move and Generality-Loyalty and Generality-Move, then analyze the relationship among career development strategies, personality and organizational factors. We hope to provide advices and guidence on career planning, educational training and career management at both personal and organizational level. Questionnaire survey is the main research method. We collected the career path and characteristic of IT Professionals by personnel scale, job descriptive index and demographic data. Finally, We found different career development strategies did make different career performances of IT professionals. Loyal members in the organization usually have higher salaries than moving members. IT professionals of Specialty-Loyalty are slower in promotion chances than people used other career development strategies because these professionals stayed longer time at the position of system analysts and senior engineers. We also found personality、job tenure、organizational scale、organizational structure have influences on career performance of IT professionals .
