摘要

生物科技為一熱門的新興產業，各國無不積極的投入研究發展，以期在這新興的市場領域中取得一席之地。然而我國在該產業的發展上雖起步較晚，一開始並未投入許多的資源，但如今也逐漸發現生技產業在未來發展上的無限潛力。正當政府積極鼓勵扶植的同時，民間業者也紛紛加入打造台灣生技產業的行列，故本研究的主要目的，就是為了要探詢出未來生物科技產業的發展與前景，並為台灣找尋一適合該產業的發展模式與方向。
首先我們以產業的觀點切入，探討生物科技產業的特性。以目前台灣已經發展成熟的資訊電子產業而言，其所憑藉的特性與優勢是否有在生技上發展的空間與可能性，而資訊電子產業所累積下來的經驗能否順利的承接與傳承，或許會因為兩種不同產業特性而有顯著的發展差異，還是彼此間仍有相似的關連性；我們引用台灣實際的公司個案，觀察該產業在我國目前的發展情況，這都是本研究所要探討的議題。
美國在生物科技產業的發展上算得上是一個成功的典範，不論是研究創新或經費的投入上有相當的成效。而專利的獲得對於這些生技公司來說，就像是平時辛苦耕種所獲得的豐碩果實一般，為公司帶來可觀的收益與獲利。而專利之間是否真存在著一股密不可分的關係，彼此間是否有相互影響的可能，藉由簡單的迴歸分析我們可以得知，美國生技公司當年度所獲得的專利個數明顯的受前年所累計的公司專利個數所影響。因此公司前年所累計的專利個數，也是公司的研發創新維持在一定水準的表現，對於後續的專利也會有顯著的影響關係。

Biotechnology is one of the hottest emerging industries. Many countries have actively undertaken various R&D projects in order to get the leading position in this field. Taiwan, which is late in entering into this field, though did not put a lot of resources in the development of the biotechnology industry; it now starts to realize the infinite potentials of the biotechnology market in the future. The Taiwanese Government is now encouraging local private sectors to get into this field and help forge the Taiwan biotechnology industry.
This paper discusses the possible trends and prospects of the biotechnology industry, and then determines a development direction or model that is more appropriate to Taiwan’s biotechnology industry.
From the industry’s point of view, this paper discusses the characteristics of the biotechnology industry — Can the ODM and/or OEM business models be used in the biotechnology industry taking the advantages of the Taiwan’s well developed IT industry. Can the experience and knowledge accumulated from the IT industry be passed on to the biotechnology industry without many problems. Will the development results be significantly different between these 2 industries due to their different natures, or will they be closely correlated. Real case studies will be examined in this paper in order to observe the development status of Taiwan’s biotechnology industry.
U.S. is a successful role model in the development of the biotechnology industry. Its innovative technologies are a result of significant amount of investments. For those biotech companies, patents granted may bring additional revenues. By using Simple Regression, it can be determined that the number of patents a U.S. company got this year is very much affected by the number of patents that company got last years. Therefore, the number of patents a company granted previously will be an important factor in determining the level of achievement of the R&D work of a company. Moreover it will likely to affect the number of patents this company may be granted in the future.
