公部門知識管理個案研究-以臺北市政府捷運工程局為例

摘要


二十一世紀邁入所謂「知識經濟」的時代,組織最重要的資產為人與組織知識,如何透過有效的「知識管理」以提升組織價值,乃是現今一般企業所關心的議題之一。政府部門如何適應時代潮流,引領企業風騷,建構個人與組織知識,作有效之發揮及移轉行為,亦是公部門尋求改造與革新之當務之急。 「知識管理」之知識可分為「內隱知識」與「外顯知識」,唯有知識的價值被認同,受到好的評價,才能將知識的價值表現出來,化為團隊或組織的資產,形成力量。知識創造的過程在階段模式,分別為「分享內隱知識」、「創造觀念」、「確認觀念」、「建立原型」與「跨層次的知識擴展」。知識管理的過程中,知識的分享佔有相當重要的地位,組織知識的力量來源雖然是人、技術與資訊,但是如果可以透過知識分享的話,則有指數化的加強效果。 本研究以個案研究方法透過知識管理文獻之探討及個案資料蒐集、訪談,其目的希望透過對「知識管理」的理論探討及目前公部門臺北市政府捷運工程局在施行「知識管理」相關的實務做法中,研理出哪些好的做法可供其他政府部門學習,或者在透過文獻內有關「知識管理」之做法,還未完全能契合組織需求或提升效率、創造價值的,甚至是完全缺乏「知識管理」認知及實務作法的,也可藉以喚醒覺知,希望對受政府服務的人民有些幫助,也希望對國家公部門之運作與績效有正面之加分效果。 在綜觀理論與實務的分析結果,公部門實施知識管理的因素與組織任務、型態、文化及部門機關首長之政黨屬性等有影響關係。而且公部門實施知識管理以因應政府政策為優先、比較不注重導入知識管理型式上的架構,與其實施知識管理產生之價值及效率較無直接關係。

In the 21ST century, the so called “knowledge-based economics”age, personnel and knowledge are the most important assets in any organization. Promoring organization value through effective knowledge management has become one of the most important issues for general enterprises. Moreover, complying with current trend, leading the enterprise, promoting of individual and organizational knowledge with an effective management and transfor, are also the most crucial reform and innovation issues for the government. 「knowledge management」can be classified into 「tacit knowledge」and 「explicit knowledge」. Only when the value of knowledge can be acknowledged and obtain a good assessment, the value of knowledge can be displayed then transforms into the property of organization or team and forms force. The stage mold for the process of creating knowledge can be classified into 「share tacit knowledge」,「create ideas」,「confirm ideas 」,「set up model 」, and 「cross layer knowledge expand」. In the process of knowledge management, the sharing of knowledge plays a fairly important place. Although the sources of force of organizing knowledge are man, technology, and information. If we can share knowledge, there will be an index numerically intensive effect. This study is using case study method which through probing and discussing the documents of knowledge management, collecting case data, and interviewing. The aims of this study are to hope through the theory of 「knowledge management 」to probe and discuss the current government department, Taipei mass rapid transit department, which executes 「knowledge management」in associated with routine practice and to find some better methods which can be offered to others departments for learning. Probably through related 「knowledge management」methods in documents, which can’t yet completely meet with the requirements of organization or raise efficiency, create value. Even completely lack of 「knowledge management」understanding and routine practice ,who also can be waken to know .I hope can do a favor for people under service of government, and also hope have a more positive effect in government department operation and efficiency. Generally viewing the analytic results of theory and practice, the government departments execute the factors of knowledge management are affected by organization duty, configuration, culture, and the head of department whose political party attribute .As well, the government departments execute knowledge management to follow government policies as priority, less emphasize the structure of lead-in knowledge management configuration,. There is not direct relation with the value and efficiency result from executing knowledge management.
