自然人憑證應用在電子投票之可行性研究

摘要


電子投票系統於學術界討論已行之有年,進來受電子商務之影響且網際網路上的相關應用技術日趨成熟,以美國2004年總統大選率先使用電子投票機的情況,以及我國近年致力於『不在籍投票』之立法行為之種種跡象看來,未來傳統投票方式必定會被電子投票所取代;本篇論文主要目的是如何有效利用政府現行既有的資源,以達到透過網際網路進行電子投票,故採用內政部所發行之『自然人憑證』做為電子投票所之可行性分析,結合RSA 公開金鑰密碼,並實際開發電子投票系統,理論與實務並進,做為未來政府投票E化的一個參考。

Electronic voting system has been discussed by the academic circle for years. With the influence of E-commerce and mature Internet applications, the US started using the electronic voting machines for the presidential election in 2004. Considering our country’s efforts in “absentee voting”, traditional voting system is certainly to be replaced by the electronic system. The aim of this thesis is to manifest how to utilize the government’s resources effectively to make mobile voting system possible. Therefore, we adopted “citizen digital certificate IC card” of MOICA as an available analysis for electronic voting, which integrates the RSA Public Key. Furthermore, we developed a mobile voting system to combine theory and practice. This thesis can serve as a reference of future electronic voting plan for the government.
