民用機場營運安全危機管理之研究－以中正國際機場為例

摘要

伴隨著全世界經濟之復甦與發展，國際商旅活動亦日益頻繁，民用機場尤其是國際機場為因應航空站客貨運運輸量之大幅增加，必須不斷地執行機場陸側和空側擴改建計劃，在建設過程中即存在著許多潛在的負面危機因素，因此機場管理當局應對於可能發生的危機，具有敏銳的感應力和洞察力，在危機發生前的預防方面，加強平日危機管理計劃和程序的落實，盡可能減少危機發生的機率，然而當不幸發生危機時，立即運用組織內外所有可用的資源，啟動危機管理機制，處理危機減低傷害，甚至化危機為轉機。基於上述因素，本研究由世界各大國際機場所共同依循之國際民航組織(ICAO)機場緊急應變計劃和航空站營運作業安全等相關危機管理規範，探討民用機場在營運安全方面應建立的危機管理機制，並以中正國際機場現行之各類緊急應變計劃、作業程序和持續進行中之機場認證作業、安全管理系統等安全查核機制為例，藉由研究者實際參與災害搶救至善後處理之經驗和計劃程序之訂定，以實地觀察法和比較分析法提出研究分析結論和改善建議，作為機場相關單位應變計畫修訂和後續研究者之參考。

As revivification and development of the global economics, travel activities for international business are increasing more frequently. For coping with this situation, civic aviations, especially international airports, must operate consistently their enlarging program of airport landside and airside for large amount of transportation of passengers and cargos. Since there are many potential damaging elements in the enlargement, the authorities of aviation management must do something to prevent possible crisis. The authorities must possess penetratingly insight and perception for damages. In the routine prevention, crisis management planning and implementation of
the management procedure must be taken seriously to reduce the rate of crisis as possible. But, while a crisis is happening, the authorities must immediately take some actions, including applying all useful resources inside and outside the organization and starting up the crisis management, to lower injury and transfer the crisis to a turning point further. According to the description above, this study will analyze related crisis management rules about the airport emergency planning and airport operational safety which were established by International Civic Aviation Organization (ICAO) and complied by international airports around the world. It examines the crisis management that civic airports must establish for operational safety. A case study focuses on several security inspections which were implemented in the Chiang Kai-Shek International Airport, including all kinds of emergency planning, operation procedures of emergency and aerodromes certifications which run constantly, and safety management systems. The researcher joined personally some activities of airport security in the Chiang Kai Shek International Airport, such as participation of crisis rescue, treatment of problems arising from calamities or accidents, and formulation of planning procedure with others experts Therefore, this study adopts Field Observation and Comparative Analysis and points out a conclusion of research analysis, which can be the reference of airport related sections, and suggestions which subsequent researchers can have more improvement in this field by.
