由於全面品質管理和ISO9000品質系統在企業界的實施成果卓越,所以近年來國內許多大專院校為了因應教育改革及提昇競爭力,而將全面品質管理和ISO9000品質系統應用到教育事業上,這也顯示出學校管理的加強、教育品質的提昇及學生角色的轉變都逐漸受到校方的重視。 本研究以文獻分析法探討全面品質管理和ISO9000品質系統的觀念和架構,及根據既有實例分析兩者在教育上的應用,以作為本研究之理論基礎;以問卷調查法探究國內大專院校實施品質教育的情形,以了解各校在推行認證的過程中所遭遇和值得探究的問題;並以實證分析法比較元智大學推廣教學品保的過程和績效,以提出實施重點。 本論文主要是以通過ISO9000品保認證的大專院校作為研究對象,並依訪談調查對象的不同設計四份問卷:(1)以推動ISO9000的高階主管為對象之問卷;(2)以教師為對象之問卷;(3)以參與ISO9000的一般行政人員為對象之問卷;(4)以學生為對象之問卷。本研究將資料分析結果,整合全面品質管理及ISO9000品質系統的理論基礎,規劃設計一套適用於學校的品質教育系統,提供有心建構品保系統的學校做一參考。
Because of the great effect that Total Quality Management and ISO9000 has had on the business realm, a lot of higher educational institutions in Taiwan has recently begun to apply TQM and ISO9000 systems onto the educational environment. This application was a result of educational reform and an effort to lift competitiveness. This also shows that educational transition is made much of school little by little. The main purpose of this study was to investigate the concepts of TQM and ISO9000, analyzed actual examples applying TQM and ISO9000 in education, and to understand the process of following out TQM and ISO9000, explored the situation implementing TQM and ISO9000 in higher educational institutions in Taiwan, and to bringing up the key point for each stage of TQM and ISO9000, compared the experience implementing TQM and ISO9000 in Yuan-Ze University. This thesis employed documentary analysis and questionnaire survey methods. The subjects included 20 schools selected from these certified institutions of higher education in Taiwan. The survey instruments were in four questionnaires: (1) leaders of joining ISO9000, (2) teachers, (3) students, (4) administrators of joining ISO9000. Finally, based on the results, this study aimed to design and plan a suitable quality education system for institutions of higher education in Taiwan.
