本論文在研究社區總體營造工作推動進入第十三年個年頭時,研究者以中壢市這個都市整體城市社區文化營造工作,探究轄內社區文化(都市型、鄉村型、混合型)之差異及共同點,並將營造社區文化鑲嵌到「社區總體營造」的脈絡下試圖耙梳文化的主體性。將具有成功示範的公部門輔導的優質社區之成功經驗,歸因於社區自主治理機制之七個條件,地方領袖帶領、自願服務及志工、組織機制的健全、社區共同體意識的推動機制、資金來源、專業知識、都市社區文化營造之治理網絡。 本研究由社區總體營造引領社區文化建設,以文化角度切入來剖析都市社區的問題症狀,並以社區文化建設模式,提出具體可行之建議給予地方政府及社區發展協會,就實務運作及操作方法的參考及建議。 一、地方政府部份:地方政府文化活動之迷失及省思、地方政府文化預算不足之窘境、地方政府內部單位橫向聯繫不佳內部運作缺乏整合、社區與村里事權之劃分與協調、地方政府文化業務承辦人之訓練及再教育、社區共同體意識凝聚不易居民主動參與及人才培訓、地方政府社區與學校資源之結合、加速在地資源永續經營工作的配合方案。 二、社區發展協會部份:健全完整的組織分工及任務分組、帶動社區居民意識之覺醒、社區幹部共識之凝聚與社區團隊向心力、社團活動之設計與生活事物之關連對應性、充分利用社區資源及人才之培訓。
This thesis is based on that the research on community’s overall establishment has headed into its 13th year. By analyzing overall urban community culture establishment of Chungli City, Taoyuan county, the researcher compares the similarities and differences among communities within this city (such as uran-style, rural-style, or mixing-style), and also tries to discover the mainframe of this city’s culture by assigning the community culture establishment into the category of “Community’s Overall Establishment”. The successful experience of excellent communities’ successful display assisted by government’s public departments is assumed to be contributed by the seven requirements of community’s self-administration including local leader’s leadership, voluntary service and volunteers, organization’s structure improvement, promotion mechanism of community’s common value, fund source, professional knowledge, and management network of urban community’s culture establishment. The research focuses on that community’s overall establishment contributes to community culture establishment and analyzes the symptoms and problems of urban communities with a view of culture, and also submits feasible suggestions to local government and community development association under the hypothesis of community culture establishment mold and offers references for practical operation. I. For the role of local government: the puzzlement and self-inspection of local government’s culture activities, misery caused by insufficiency of local government’s culture budgets, inefficient horizontal communication and insufficient internal operation integration of local government’s internal divisions, the administration power division and coordination among communities and villages and Li, the on-the-job training and education of local government’s culture administration staff of local, difficulty of cohesion of community’s common values, and of promotion of community residents’ involvement and talent cultivation, the integration of resources among local government and community, and schools, the promotion proposals of accelerating perpetual management and affairs of local resources. II. For the role of community development association: strengthening complete organization’s management division and mission division, promotion of community residents’ values, cohesion of community staff’s common values, and community teamwork’s loyalty, community activity design and life affairs correlation, and sufficient employment of community resources and staff cultivation.
