公部門與社區發展協會夥伴關係之研究－以臺北市為例

A STUDY ON THE PARTNER RELATIONSHIP BETWEEN PUBLIC DEPARTMENT AND COMMUNITY DEVELOPMENT ASSOCIATION--THE CASE OF TAIPEI CITY

摘要

公共政策是國家機關為管理眾人之事所制定的，但政策執行時，國家機關仍須擁有充分資源方能成事。因此，國家機關除了必須具備法定預算外，尚且需要從環境中獲取所需的資源，包括民眾的支持與參與、資訊的提供、新科技的引進等等。由於老人人口已達11%之多，政府不得不積極推動在地老化的政策，而自動自發的社區組織－社區發展協會成為社區人照顧社區人的前鋒，故公部門與社區發展協會的夥伴關係成為很重要課題。
本研究以臺北市292家會務運作正常之社區發展協會為普查之對象，以李斯特的5點量表問卷為主，計回收137份有效問卷。採用SPSS10.版軟體分析工具，探討變數定義與相互間之關連性，內容有敘述性統計分析、因素分析、信效度之檢定、變異數分析、典型相關分析與迴歸分析等。分析結果證實：
1、當公部門與社區發展協會有承諾時，對雙方夥伴關係有顯著影響。
2、當公部門與社區發展協會雙方信任感存在時，對雙方夥伴關係有顯著影
響。
3、當公部門與社區發展協會能資源分享時，對雙方夥伴關係有顯著影響。
4、當公部門與社區發展協會行政協調與溝通順暢時，對雙方夥伴關係有顯
著影響。
5、當公部門與社區發展協會對於達成目標之共識時，對雙方夥伴關係有顯
著影響。
6、社區發展協會成立時間長短、社區發展協會理事長是否同時擔任里長，
對雙方夥伴關係沒有顯著影響。

本研究提供給公部門建議如下：
一、實務層面：
公部門對社區發展協會的資源連結應有更積極的做法，以解決齊經費不足困境；提供一個透明、簡便的核銷流程，以協助補助經費核銷流程簡化之目標。透過社政、民政單位溝通整合，釋出社區區民活動中心之場地供社區發展協會使用。
二、政策層面：
臺北市政府應考量區發展協會與里辦公處整合是必要的政策，並合相關之局處（衛生局、環保局、警察局、都市發展局、社會局、文化局），提供單一服務窗口，讓社區發展協會省下往返時間、溝通以及不同的申請流程等行政成本，而將能量發揮在社區實務推動上面。
三、管理層面：
社會局輔導社區發展協會等社區發展業務，除了透過研習營、工作坊等方式，讓社區發展協會透過彼此交流觀摩外，建議透過認證方式，或是補助資格限制等做法，讓社區發展協會正視人力資源管理之重要性。

ABSTRACT
When administering public policy, government needs enough resources that are not only legal budget but also private resources, including the participation and support of people, the supply of information, and the introduction of new technology…and so on. According to the aging of population is over 11%. The burning policy is aging in place. Community development association is the leader of caring people in community. The partnership of public department and community development is the key.
The study subject were 292 well-arranged community development associations. The questionnaires are in form of Likert scale. After the descriptive statistics, Factor analysis, the reliability analysis, variance analysis, canonical correlation analysis, and regression analysis, the results are in follow:
1. The commitment between public department and community development association on partnership is significant.
2. The high trust between public department and community development association on partnership is significant.
3. The high attitude towards sharing resource between public department and community development association on partnership is significant.
4. The smooth coordination and communication between public department and community development association on partnership is significant.
5. Reaching the goal of consensus between public department and community development association on partnership is significant.
6. There is not significant influence on how long the community development association is and the chief of community development association is or not.
