摘要

企業為提升整體競爭力，必須增購許多必要的機器設備來從事生產活動，並嘗試替公司做出重大的貢獻與創造可觀的獲利。機台設備投資成本高且預算有限，企業應利用適當且嚴密的評估方法來掌握整個投資計畫，使企業價值極大化，確保期望的報酬及讓風險減至最小。本研究之目的為企業提供一套評選生產製造設備的方法，透過此評估模式可以幫助企業在其競爭策略的考量下，引進符合成本效益的新設備來提昇其競爭優勢。本研究提出二階段之評估模式。第一階段為作業面，整合資料包絡分析法(DEA)與交叉效率模式(CEM)來評選最佳的方案；DEA模式用以識別符合成本效益之機器設備，而CEM模式則用來發覺最佳方案之機台設備。第二階段為經濟面，進行投資方案的經濟與效益分析。本研究以大型油壓式沖床機具來實證說明，其結果顯示，此種評估模式對引進新製造設備之計畫在實務上有更客觀、正確的結論，不僅協助生產管理者用來評選投資機具，並提供企業採購的議價資訊，亦可作為沖床廠商市場競爭及產品改善的分析工具。

To increase global competitiveness, an enterprise must purchase many facilities of high performance for production activities. Generally, these facilities are expensive and the budgets of enterprises are limited. It is important to make a reasonable and profitable investment plan under a limited budget. Therefore, this research developed a two-phased multiple-objective model of introducing advanced manufacturing system for enterprise. The first stage is an evaluation of operational aspect. In this stage, data envelopment analysis (DEA) model is integrated with cross efficiency measure (CEM) model. The DEA model was used to identify the facilities with more benefits than prices, and the CEM model was employed to find the facilities of an optimal plan. The second stage is an evaluation of economic aspects, including cost, benefit and rate of return on investment. The proposed model was applied to an example of introducing press facilities. Analysis results show that the proposed model offered objective and certain recommendations. Additionally, these recommendations not only provide negotiated information of purchase for enterprises but also give reports of market competition for press manufacturers.
