摘要

TFT-LCD產業的上下游整合是面板廠降低成本與提昇競爭力的主要努力方向，本論文探討供應商遴選的主要因素「品質」，對於企業如何從品質的角度選擇符合需求的供應商提出實際可行的方案。供應商若擁有良好的品質控管能力，不只是產出規格內的產品更是買賣方朝向六標準差的目標邁進，減少變異進而創造利潤。
本研究以ISO國際品質系統要求為基準，結合面板產業對其供應商的品質需求，共提出八個供應商品質稽核構面以及對應的稽核查檢表。並透過專家問卷以層級分析法(Analytic hierarchy process)，得到各個供應商遴選構面與準則的權重。運用供應商品質管理部門的功能，依據本研究提供的稽核查檢表對供應商進行品質稽核，再使用本研究提供的權重進行評分。

本研究產出共179條稽核條文可提供業界稽核之參考，稽核結果不只作為初期供應商遴選的依據，也是後續要求供應商改善的方向。依據AHP產出各構面與準則的權重，顯示面板廠重視新產品開發階段的管理以及異常發生時的處理流程管理，配合有權重區分的計分方式能讓優良與劣質的供應商產生更大的差距，提供決策者判定進行合作之參考。

The integration of TFT-LCD industry chain is the main task for cost-down and promoting the competitiveness. This research discusses the primary concern in vendor selection, which is “Quality”, and come out the feasible way for it. With well quality control ability, not only can produce the in-spec product but also make great strides toward the “6 sigma”, reducing the variation and create profit.
This research comes out the criteria and audit checklist from ISO quality management system and special request of LCD makers. By using AHP (Analytic hierarchy process) model, we can get the weight of each criterion for vendor selection. The checklist can be use by supplier quality management department in quality auditing and then score by each criteria.

Totally 179 check items not just use for auditing, but also for the reference of quality improvement. According to the weight of these 8 criteria, LCD makers focus on the phase of product design and nonconformity control. Using the weight and audit checklist, we can easily distinguish the worse from better vendor when auditing and scoring. This will be the useful information for the policymaker when making decision.
