海巡署義務役士官兵職前訓練之研究:以北巡局為例

摘要


本文屬於初探性的質化研究,筆者運用深度訪談法及問卷調查法,將海巡署目前針對新進義務役士官兵所實施的職前訓練機制,透過在北巡局訓練大隊即將完成職前訓練準備分發的新進士兵、即將掛階成為基層領導下士的巡防士官班結訓學員,以及已經完成職前訓練分發至一線安檢所執行海巡任務的士官兵等人員的接觸,以「關心」、「重視」的角度,站在他們的立場來設身處地思考,現在的人力資源運用與海巡署的訓練政策、訓練計畫、訓練實施與訓練成效間,究竟存在著哪些問題與缺失,導致職前訓練之效能無法提升。 筆者自海巡署成立以來,一直在基層岸巡總、大隊擔任隊職官,也曾經歷練過訓練大隊的正、副主官,並擔任過地區局訓練業務主管以及海岸總局專責教育訓練之研習中心教務科長,多年來對於義務役士官兵在海邊服勤執法的辛苦與付出,表達肯定與感謝,對絕大部分的義務役士官兵均能不畏環境之艱險與不法份子之威嚇利誘,依然堅持在崗位上認真執行公務的精神由衷的敬佩,而對於渠等人員在進入海巡署後,可能因為教育訓練之不足,意外或突發事件層出不窮,甚至有人因此付出了寶貴生命的慘重代價,不禁感嘆如果海巡署能正視這些人力資源的有效訓練,給他們更好的學習環境,是否能對海巡署的整體績效更有幫助,也對國家社會之治安維護與海洋環境之保護更加的得心應手。 本研究閱讀了許多學者、先進之著述,也引用了相關教育訓練的理論作為論述之基礎,並由國內外有關軍職人員擔任司法警察工作的訓練模式中,參揉筆者的實務經驗,期望能建立一套具有建設性、實效性的職前訓練基模,以提供海巡署參考。希望本文的產出與基層義務役士官兵的發聲,能喚起有心於這個專業領域的長官及曾經共事過的同仁,一起努力來耕耘,提升這個久被遺忘甚至被漠視的荒田。因為義務役士官兵不只是海巡署的過客,也是海巡署現階段不得不依賴的瑰寶。
