應用DSM及模擬二階段處理多重專案排程問題之研究

摘要


全球化的時代,技術日新月異,企業組織要能快速的前進和適應,否則只會被市場快速的淘汰,開源與節流的決策必需相提並論。除了既有的產品之外,必需要能利用有限的資源來開發更多的新產品,為了拓展客源及市場佔有率,公司必需同時運作不同的產品線,使多個產品開發同時進行,將產品多樣化。但是在共用資源及資源限制的情形下,工作排程會受到影響,不同專案之間的資源衝突和作業優先順序的問題就會產生且難以預防。若專案工作彼此之間若有交互作用的情形,更會造成排程計劃的不確定性而且更難以掌控。而這些問題的產生,均來自於資源分配的問題。 本研究的目的乃提出一個有效的方法論能同時處理排程和資源分配的問題。本研究方法主要分為二個階段,第一階段運用設計結構矩陣(DSM)的方法,依工作排程之間的相依屬性,經由矩陣分割和重新排序的程序,重新定義工作排程的順序並找出流程的主要徑(Main Flow),解決排程的問題。第二階段利用第一階段排程解析的結果,使用模擬(Simulation)的手法進行多專案排程的分析研究,利用模擬軟體Arena 10.0建立模擬模型,找出關鍵性的資源限制瓶頸,配合各項績效指標並加以分析,提出資源分配的改善方案,進而達成有效控管成本及加速產品開發時程的目的。

Globalization pushes the technical change with each passing day. Every business has to advance and adapt fast enough to avoid being eliminated from the market. The decision to increase income sources and reduce expenditure is often considered at the same time. The company has to use limited resources to develop new products to earn the business and market share. In order to have product lines, the company has to let several products develop simultaneously. However, the project progress will be negatively influenced by limited resources. The problems of resource conflict and priority order will happen and it is difficult to avoid. If the project jobs have interdependent relation between each other, the schedule will become uncertain and hard to control. The purpose of this study is to present an effective way to solve the project scheduling and resource allocation in a multiple-project environment. A two-stage framework is proposed. The first stage uses the DSM (Design Structure Matrix) to reorganize the project job sequences and finds the main flow of the process by tearing and sorting the matrix. The second stage applies the main flow from the first stage and uses simulation to analyze the various resource allocation scenarios. Through simulation, the critical bottleneck resource can be identified. With performance index, a better resource allocation solution can be found to be beneficial in cost control and faster project progression.
