摘要

歷經了金融風暴及歐債危機，企業資訊部門為了將有限的資源達到最大效益紛紛尋求各種降低企業營運成本的方法，而近年興起的雲端運算由於1.節省成本2.減少管理3.使用方便4.資料同步共享等優勢促使資訊部門陸續進行相關評估。然而採用雲端運算除了以上優勢外，對資訊部門管理維運、使用者操作、風險等也會產生許多的疑慮。因此本研究透過文獻探討及專家訪談彙整出五個影響資訊部門決策因素的構面:成本、使用者操作、管理維運、風險、組織學習發展，結合AHP分析層級程序法發現成本及風險佔決策權重59%以上，進一步分析個案公司資訊部門發現兩岸由於資訊安全、法規符合及雲端發展成熟度不同，也影響不同地區對雲端應用決策評估，此研究結果可作為佈局兩岸企業資訊部門在整體考量採用雲端服務時的重要參考。

After the financial turmoil and the European debt crisis, the corporate IT department has to find a better way to reduce business operating cost and to achieve the greatest benefit through limited resources .
In recent years, enterprises IT departments evaluate the feasibility of adoption of cloud computing proactively because of the following benefits: 1.Cost saving 2.Management 3.Effort reduction 4.Easy of use 5.Data synchronization and sharing. However, enterprises also concern the side effects of management difficulty, user operability and information security when cloud computing is adopted.
By careful literature review and interviews of experts, five most important attributes of cloud computing decision are proposed: cost, user operability, management and operation, risk, organization learning and development. Among them, cost and risk concerns account for 59% of the total decision weights by Analytical Hierarchy Process(AHP). After further analysis with the case company, we found that IT department personnel across the straits have very different concerns for adoption of cloud computing because of the differences in information security, regulatory compliance and maturity of cloud computing development. The results of this study can be used as an important reference for the decision analysis of adoption of cloud computing applications and services for enterprises.
