太空級飛行電力電機電子零件採購策略

摘要


臺灣太空產業尚屬起步階段,從事此行業人員不多,且係屬國家管制項目,故與此產業採購相關文獻亦甚稀。本文旨在分析製造太空設備所需之關鍵電力電機電子零件採購所面臨的風險與困境,並以符合政府採購法相關規定、實務經驗、專家及太空級零件供應商訪談結果,建構出符合法規並降低風險的採購策略。研究首先藉由文獻回顧,定義出太空級飛行電力電機電子零件及其分類的方式,與向其他先進國家採購所預期遭遇到的困境及限制。藉由政府採購法規範及採購相關規定,定義出符合法規的採購方式,再藉由資料分析,找出一系列高風險電力電機電子零件群組及風險因素,接下來透過專家深度訪談,綜整可行之採購策略,及透過主要太空級零件供應商驗證所採用之策略,及是否符合國際情形等,並藉由深度訪談確認可行採購策略之實質意涵。研究結果發現,降低採購風險的要因分別為:清楚而單一的目標、有效的零件分類、多元的採購對象、高風險零件具事先有效規劃、因應不同零件的合約條款、具有經驗與設備的中界業者等等。若能掌握以上環節,則可大幅降低風險,並提升任務成功率。

The procurement strategy of space flight electrical, electronic, and electromechanical parts is not well studied because the space industry in Taiwan is a newly developing sector and it is a sensitive industry that usually controlled by government. This paper aims to analyze risks and difficulties of procurement of critical electrical, electronic and electromechanical parts required for manufacturing space equipment complying with relevant provisions of Taiwan Government Procurement Acts, practical experience and interviews of space experts and space-parts suppliers to construct a series of procurement strategies in accordance with regulations and minimize risks. First of this study, by literature reviewing , defines the space flight electrical, electronic and electromechanical parts and their classification, and those difficulties and limitations expected to be encountered to procure them with advanced countries. Norms by the Taiwan Government Procurement Acts and related procurement regulations, defines adaptable procurement methods, and then by data analysis to identify a series of high-risk groups of flight electrical, electronic, and electromechanical parts and their risk factors, followed by depth interviews with experts and summary of feasible procurement strategies, as well as through major space-qualified parts suppliers validate the strategies adopted to verify whether they meet the internationalization. The results of this analysis shows that main factors of reducing procurement risk are: clear and sole target, effectiveness parts categories, diverse procurement suppliers, effective pre-planning of high-risk parts , dealing with different parts with different contract terms, suppliers with experience and equipment in the community industry and so on. The risk may be reduced and mission successful rate may be enhanced significantly If all links above can be grasped.
