地方文化館實施自2002∼2008年以來,全國接受補助的館舍已逾257所,遍及全國各鄉鎮,館舍主題包含史蹟、產業、藝術、人物、表演等具多元特色,對各縣市、鄉鎮的文化空間操作上產生重要影響,成為近年來頗具影響力的文化機構發展政策。然而因館舍性質迥異,在執行中有許多問題尚待解決,諸如:土地所有權問題、政府委外的機制與評選、歷史建物與古蹟的修復與經營、專業人才培養等等,而政府方面輔導團的機制無法完全發揮,在過程中也無完善的監督與評量機制,讓地方文化館存在的必要性遭諸多質疑。 地方文化館因受政府經費的補助,對社會負有責任與使命,故地方文化館必須進行自我評量,並檢討其評估結果而政府應協助地方文化館,根據不同性質之館舍設定評量項目與權重,兼顧質與量的評量,以作為改進之依據,促使地方文化館的功能與執行效率更加健全。雖政府現階段並無強制規範館舍自我評量,地方文化館之執行團隊也應該將評量視為提昇館舍品質的工具,建立館舍與館舍之連結,並互相學習與共同成長,自我證明存在的意義,才能回歸到地方文化館由地方自發且永續經營的最終目標。
Since the implementation of local cultural museums from 2002 to 2008, more than 257 museums have received subsidization. These museums are located throughout towns and cities in Taiwan and possess a diversity of themes such as historical monuments, industries, fine arts, people, and performances. They have a significant impact on the operation of cultural space in the county, city and town, making this the most influential cultural organization development policy in recent years. As the museums are all different, the main unresolved issues including land ownership, government contracting mechanisms and evaluation, repair and operation of historical buildings and historic spots, and the cultivation of professional talent all need further discussion and overall planning. Furthermore, the mechanism of the government advisory group is unable to perform its full potential and the supervisory and evaluation mechanisms are absent from the process, and that is why the validity of the local cultural museums’ existence has been questioned repeatedly. As local cultural museums receive government subsidies, they bear the responsibility and missions to the society; therefore, it is important for them to conduct self-evaluations and reflects. The government should assist the local cultural museums in formulating both the qualitative and quantitative evaluation criteria to help them to act more efficiently and effectively. On the other hand, the local cultural museums should regard self-evaluation as a tool for improvements and for their sustainability.
