企業導入TTQS後對經營績效之影響--以製造業為例

THE IMPACT OF OPERATION PERFORMANCE WHEN FIRM USES TTQS:A CASE FROM MANUFACTURING INDUSTRY

摘要


勞委會職訓局於2005年規劃推動「TTQS訓練品質計分卡」作為企業組織評量及管理的工具,藉以提升與落實職業訓練的品質績效。本研究希望了解企業在建立及實施TTQS標準化的教育訓練制度前,對於導入該系統的動機與成功導入的關鍵因素及實施後對組織產生的效益進行探討。 本研究參考相關文獻之經營績效量表,經重新整理後區分為五個構面:1.財務管理面;2.生產管理面;3.人力資源管理面;4.行銷管理面;5.公司整體面績效。 本研究以2007及2008年申請TTQS輔導及評核的製造業114家為調查研究對象,回收有效問卷計74份,回收率為65%。研究顯示:企業導入TTQS的主要動機為:1.建立公司教育訓練標準化流程;2.運用政府提供的訓練補助;3.提升公司的人力素質;4.增加公司的競爭力;5.提升公司企業形象。在成功導入TTQS的關鍵因素方面為:1.高階主管的支持;2.政府資源的運用;3.全體員工的共同參與;4.提升資訊系統的使用。 (1)實證結果顯示:企業特性對成功導入TTQS的各層面(財務、行銷、生產、人資、整體)績效並不具影響性。(2)導入TTQS之動機因素與經營績效呈顯著相關。(3)完成導入TTQS之成功關鍵因素與經營績效呈顯著相關。因此,本研究認為:當組織形成提升公司競爭力的共識或文化時,在全體員工的參與和高階主管的支持下,將有助於促進製造業成功的導入TTQS系統。組織在具有完整的訓練制度的回饋之下,公司在各方面的績效表現將有一定程度的提升。

This study is try to know how the firms could build on the motivation, key to success and benefits before establishing and implementing the education training system of the standardized TTQS. This study has accorded with the list of assessment 114 firms in 2007 and 2008 which is applied to the TTQS of guidance and assistance from the Council of Labor Affairs. Total sample recovery of 74 valid questionnaires and the recovery rate was 65%. The results shows that the main motivation of enterprises to implement TTQS is : 1. Establish a standardized process flow of company education training; 2.Using the Training Grants of government; 3.To enhance the quality of the manpower; 4. Increasing the competitiveness within company; 5.To enhance corporate image. The success of key factors to implement the TTQS is as follows: 1. the support of senior management; 2. the use of government resources; 3. the participation of all employees; 4. to enhance the use of corporate information systems. Research Hypothesis 1, the empirical results show that: the corporate identity does not have an impact of performance when implementing the TTQS (finance, marketing, production, human resources, overall). Research Hypothesis 2, motivation factors and business performance of TTQS were significantly related. Research Hypothesis 3, after implementing TTQS, the key factors and business performance were significantly related. Therefore, this research indicates that: When the organization formed to enhance consensus or the culture of the competitiveness of company, the participation of all employees and supporting from the executives will help manufacturing sector to import the TTQS system. An organization with complete training system will be comprised with improvements in all aspects of performance.
