近年來國家文化藝術基金會推動「藝企平台」以英國為目標,邀請學者專家來台演講、座談,而真正的「藝企平台」沿革也始於歐美,因此要了解「藝企平台」興起及發展精神,需以歐美國家為目標,將藝企平台發展最完整的美國、英國列為參考,並以政治環境、風土民情相近的國家進行分析研究:以澳洲、日本、韓國機制的執行、發展為研究對象,期望在東方國家的成功案例以及西方多年經驗的比較下,找出適合國內「藝企平台」的建構方向及多元、可行之參考。 國內大部分藝文團體的經費來源仰賴政府補助,面對全球經濟的不景氣,政府財政困難,首當其衝必須面臨預算刪減的即是文化藝術補助經費,但文化藝術為一個國家重要的生活水準指標之一,因此,在政府財政短缺的狀況下,「企業」便成為藝文團體積極爭取合作的對象,如何促使藝文團體與企業之間的資源交換,建構互利雙贏的資源交換平台便成為重要的課題。 在國外,包括英、美、法、澳洲、奧地利、德、義大利、南非、加拿大、日、韓等國家之「藝企平台」 ,即藝術團體與企業資源交換的機制已施行數十年之久,反觀國內「藝企平台」則是一個嶄新議題。從資源交換的角度探討「藝企平台」的交換機制,儘管台灣並沒有成熟的藝企平台可供討論,但藉由台灣行之有年的「聯合勸募」、與行銷通路的概念,亦可說明「藝企平台」建構的重要性及平台建構的基本模式。本研究參考英國、美國的平台經驗,並以澳洲、日本、韓國的藝企平台機制的執行、發展為研究對象,期望在東方國家的成功案例以及西方多年經驗的比較下,找出適合國內「藝企平台」的建構方向,為國內「藝企平台」的發展提供多元、可行之參考。
Recently, National Culture and Arts Foundation promotes the art-and-business (A&B) platform and invites scholars and experts to give speeches and lectures in Taiwan by learning from the UK; in fact, the actual A&B platform originated from the western nations. Therefore, it is necessary to learn from the western nations as to realize the origin and the developmental essence of A&B platform; moreover, it should include the USA and the UK where the A&B platform develops most completely as the references and embark on the analysis and studies of the neighboring nations with the similar political circumstances and civil and geographical climate. Through studying the executions and development of the mechanisms in Australia, Japan and Korea and comparing the experiences in the western nations and the successful cases in the oriental nations, it attempts to propose the references to the proper construction direction and multidimensional applicable methods for the domestic A&B platform. Most domestic artistic associations depend on the grants form the central government; however, the financial conditions of the central government are also severe as confronted with the global economic depression, leading to the reduction of artistic budget. To tell the truth, culture and arts are one of the indicators of national life standards; consequently, under the condition of the financial deficiency from the central government, businesses become the key subjects that artistic associations strive for the cooperation with. In other words, it is a key issue to facilitate the resource exchange between artistic associations and businesses and to construct a win-win resource exchange platform for both. A&B platform, the mechanism for artistic associations and businesses to exchange resources, has been executed for decades in the UK, the USA, France, Australia, Austria, Germany, Italy, South Africa, Canada, Japan and Korea. On the contrary, it is a new issue in Taiwan. Regardless the deficiency of any mature A&B platform in Taiwan for discussion, it is applicable to inquire the exchange mechanism of A&B platform at the angle of resource exchange. Still, through the United Way and marketing channels in Taiwan, it is possible to illustrate the importance and the fundamental model to construct A&B platform. This study inquires the experiences in the UK and the USA and researches the execution and development of the mechanism in Australia, Japan and Korea; meanwhile, it aims at locating the proper construction direction for the domestic A&B platform through the successful cases in the oriental nations and the comparison of the experiences in the western nations as the multidimensional applicable references.
