本論文以分析國軍眷村的歷史脈絡,探討國家文化政策分期演變,從國民黨「以黨領政」時期,到政黨輪替前後的國家文化政策,是否促成眷村文化保存運動興起。在中央層級的國防部、文建會與地方政府間存在的利益衝突,當民間社群組織在保存意識的抬頭下,加入遊說促進國家政策立法,人們才真正意識到眷村文化保存已刻不容緩。 國防部依法於2011年3月,評選全台灣六處眷村文化園區預定地,成為眷村文化保存的方向之ㄧ;藉由眷村文化政策的立法執行,了解到中央單位與地方政府的執行是否能與民間期望符合。而來自政府單位之間的矛盾與折衝,主要是因為主管單位組織編列改變、補助內容認知不同,都須在法制上與執行面加以改善,最後的結果將影響未來眷村文化園區的經營效益。 因此研究目的期望以政策推動的現況,檢視法制面不足處,能提出結論建議與修正,在眷村文化保存發展的前提,眷村文化園區的成立,能豐富社會文化的內涵與眷村歷史意義,更能檢視國家政策的制定對地方政府經營管理的反思。
This study investigated the evolution of national policy toward cultural issues in Taiwan. Our analysis focused on the historical context of villages populated by military dependents. This study investigated whether national cultural policy during the period of the Kuomintang (KMT) single-party state promoted the preservation of military communities and culture. Due to conflicts of interest among the Department of Defense, the Council for Cultural Affairs, and local governments, it was not until civil community organizations became aware of the need to preserve the culture of these villages that lobbying for legislation to change national policy was initiated. In March, 2011, the Department of Defense selected six locations in Taiwan to develop cultural parks of military dependents’ villages based on newly passed laws, indicating a new direction for such cultural preservation. The enforcement of these laws revealed whether implementation by central organizations and local governments could meet public expectations. The conflict and reconciliation among government bodies were caused mainly by provisional changes in supervising units and discrepancies in perceptions regarding subsidies. These issues require improvement from legal and implemental aspects, the results of which will have impact on the effectiveness of managing cultural parks of military dependents’ villages. Therefore, the objective of this study was to examine legal deficiencies regarding the progress of policy implementation and provide conclusive suggestions for revision. On the premise of preserving the culture in Military Community Cultural Park, it is hoped that the establishment of cultural parks will enrich the social culture and the historical meaning of these villages. Moreover, this study examines how national policy is reflected in the management of local government.
