隨著解嚴後台灣社會民主化的歷程,「社區共同體」的新國族論述,大規模地方文化政策的推動,國家政策的地方轉向與本土文化轉向,文化建設被視為是整合民間資源的一項策略。由社區文史切入社區營造是一個新課題,在民間社會力與本土意識蓬勃發展的年代,成立工作室、協會、基金會進行社區文史的調查與再運用是當時的一股潮流,這些草根性的組織在政策上扮演著社區總體營造的中介角色,另一方面也是地方文史資源經營的實踐者。 本研究以螺陽文教基金會與西螺延平老街為個案,螺陽文教基金會的成立背景出自於1994年全國文藝季,是地方自主經營的在地民間社團,從地方藝文活動的推廣,到西螺延平老街的地方活化運動,做為一非營利組織,除了承接地方文化政策經費補助的工作項目進行老街區文化資產保存、紀錄,也以自我經營理念與想法,以藝術夢想著手將街區內的文化資產轉化為可運用的文化資源。 本研究主要透過螺陽文教基金會的街區營造歷程,藉由訪談與文獻的梳理來了解地方民間團體在政策與社會發展的脈絡下,保存地方文化資產以及運用地方歷史資源的策略和實際狀況。
Following the progress of democratization started after abolishing of Marital Law in Taiwan society, the newly emerged nationalism concerning “community” has forced the promotion of large-scale local cultural policy and local turn or local cultural turn of national policy. The cultural constructions were seen as tactics to the integrating of civil resources. To develop community empowerment from the perspective of community culture and history becomes a new topic. In the age of the blossom of social forces and sense of Localism, to survey and reuse community’s culture and history through building workshops, associations and foundations have become a trend. These grass-roots organizations have been playing the intermediate roles of comprehensive community development and, on the other hand, the practitioners of local cultural and historical resources. This research takes Louyoung Cultural & Education Foundation and Yanping Old Street in Xiluo Township as the case studies. Louyoung Cultural & Education Foundation is a local sustainable managing organization derived from the National festival of Culture and Arts in 1994. As an NGO, Louyoung Cultural & Education Foundation has applied the local cultural political funds as the way to preserve and record the cultural property of the old street since the promoting of local art and culture to local vitalization movement of Yanping Old Street. Louyoung Cultural & Education Foundation see themselves as self-manageable subjects while transforming cultural properties into usable cultural resources through the means of art imagination. This research discussed the neighborhood building progress of Louyoung Cultural & Education Foundation. Through interviews and literature research, this research illustrates the preservation of local cultural properties and the usage of cultural historical resources conducted by this civil organization under the context of politics and social developments.
