臺灣表演藝術團體義(志)工制度運作之個案研究:以「屏風小將」為例

摘要


臺灣表演藝術團體在資源有限的情況下,經常透過招募志工,以因應演出期間的人力需求,而屏風表演班是國內正式編制義工組織及訂定相關制度的表演藝術團體之一。 國內表演藝術團體近年來紛紛嘗試建立志工制度,屏風表演班屬其中最具計畫推動者;其自建構期、實行期、停滯期、再生期等發展歷程,多年來嘗試找出維持與志工穩定且緊密的合作關係之道,故本研究以屏風小將(即屏風志工)作為個案,試圖達成以下研究目的:一、了解屏風表演班志工制度的建構背景;二、分析屏風表演班志工制度的運作狀況;三、提供表演藝術團體建立志工制度的參考依據。 本研究採質性研究,透過個案研究方法,分別針對:屏風志工制度規劃者、志工管理者,以及北、中、南區時數滿300小時的屏風小將,進行半結構式深度訪談。並綜合本研究觀察、文獻及訪談資料分析屏風志工制度之運作,從而綜整出以招募、教育訓練、考核、激勵四大管理面向進行具體內容探討。 為達到表演藝術團體與志工之間穩定的合作關係,本研究發現從情感面到技術面之影響層級,由下至上有七項重點,依序為:(1)夥伴關係、(2)關懷式管理、(3)任務多樣性、(4)激勵回饋、(5)趣味化考核、(6)實作訓練、(7)階段性招募,並提出具體建議作為國內表演藝術團體未來建立志工制度之參考。

With limited resources, performing groups in Taiwan often resort to volunteers to meet manpower demand during the performance touring. Ping Fong Acting Troupe is one of the performing arts groups equipped with official manning quotas of volunteer system and stipulation of relevant systems. Out of many attempts made by performing groups in Taiwan, the volunteer system of Ping Fong Acting Troupe, undergoing developments from formation period, execution period, stagnation period to regeneration period, stands out with its clear plans and vision. They’ve aimed to develop the cooperative relationship to maintain stable and close affiliation with volunteers. Thus a case study of volunteers at Ping Fong Acting Troupe is conducted for the purposes as follows: 1) to understand the establishing framework of volunteer system at Ping Fong Acting Troupe; 2) to analyze the operation of volunteer system at Ping Fong Acting Troupe; 3) to provide reference for performing arts groups to establish their volunteer systems. The study adopts qualitative research. Semi-constructive and in-depth interviews have been conducted with schemers of volunteer system at Ping Fong Acting Troupe, volunteer administrators, and volunteers with at least 300 working-hour experience within northern, central and southern districts. Furthermore, observations of researchers, documents and interview data are also integrated to analyze operation of volunteer system at Ping Fong Acting Troupe. Then exploration will proceed based on the concrete contents of four administrative factors including recruit, educational training, evaluation and encouragement. To establish stable cooperative relationship between performing arts groups and volunteers, the study concludes that, factors, emotional or technical, ranked from basic to advanced level are in the following order: 1) partnership; 2) control with care; 3) multiple missions; 4) encouraging rewards; 5) interesting evaluation; 6) hands-on training; 7) periodic recruits. These seven criteria offer future reference and suggestion for domestic performing arts groups to establish volunteer systems.
