以地方治理角度探討高鐵設站後歸仁鄉發展之研究

摘要


摘 要 本研究目的以公部門體系最基層之鄉公所地方治理角度,探討高鐵重大建設在台南生活圈外圍鄉村區設台南站區計畫,從高鐵規劃設計期(民國80~85年);高鐵施工建設期(民國86~90年);高鐵站區開發施工等期間(民國91~96年)經過16年對歸仁鄉人口、產業、土地使用、公共設施、交通建設等五大構面變遷,以次級資料分析,結果發現整體短期影響效益尚並不顯現,其中對歸仁鄉人口、產業、土地使用等發展程度較不明顯,但對鄉內公共設施、交通建設等發展程度影響較大且未來發展軸向由東西向逐漸轉為南北向趨勢。 本研究另透過地方訪談、問卷調查及策略規劃操作方法,針對課題研擬策略找出發展方案,最後建議採點、線、面「網絡型」的空間發展方案,將歸仁鄉空間結構定位為北、中、南三區,以台39線高鐵橋下平面道路及台鐵沙崙支線軌道系統為策略發展主軸,利用現有地方產業資源,根據五大構面提出三大發展區位與方案,強化高鐵台南站區與歸仁鄉發展競爭力,使鄉公所未來配合施政目標與願景更加明確。

Abstract The study mainly focuses on the aspect of local governance from the basic governing level—County Administration Center, discussing about the prominent plan about the construction of Tainan High Speed Railway Station around the rural region of Tainan life range. We analyzed the secondary materials from five dimensions, the population, the industry, the land utilization, the public facilities, and the traffic construction in Guei-ren, from the time of planning and designing (1991-1996), constructing HSR (1997-2001), to the time of developing the HSR station region (2002-2007). The result shows that the overall short-term beneficial influence is not yet obvious, especially for the population, industry, and land utilization. However, it has greater impact on the developmental degree of public facilities and traffic construction and also changes the future developing trend from east-west to south- north. In this study, we try to find out a possible strategy for this developing issue via the local interview, questionnaire investigation, and tactics developing method. The final suggestion to this issue proposed in this study is to take the space developing plan of Network type, based on point, line, and surface. We orientate the space structure of Guei-ren County as three districts, the northern, middle, and southern district. We regard the flat roads under the HSR Bridge along Provincial Highway No. 39 and the Sha-lun branch of Taiwan RailwayTrack System as the main tactics developing axle. According to the five dimensions, we propose a program for three major developing districts in order to strengthen the competitiveness of THSR station region and Guei-ren, with an eye to making clear the future prospect going well with the administration goal.
