人行道資料調查及建置之基礎研究-以台南市永康區為例

摘要


近年來在全球節能減碳的趨勢下,各國皆開始重視並大力提倡大眾運輸之重要性,而銜接大眾運具及旅次終點還是需要仰賴步行。「步行空間」應該是從事都市運輸規劃與設計時最應受到重視的內容,任何旅次的過程無論其使用何種運具,皆涵蓋「人行」的部分;於都市防災體系中,人行道擁有緩衝以及緊急避難疏散之功能;人行道亦擔當著串聯銜接各個都市空間的重要元素。 本研究透過既有市區道路人行道現況資料之調查,建置人行道系統基本資料,瞭解永康區人行道之現況,其現況遭遇之問題。及未來各主管單位在進行市區道路設計時,以「市區道路及附屬工程設計規範」、「都市人本交通規劃設計手冊」為共同參考之基準,透過參考本規範之作業內容並考慮相關因素,致使人行道之規畫設計能一致性及整體性。未來相關人行道計畫工程完成後,可獎勵由社區認養之方式,並進行相關環境之整理及設施維護,不僅可減少政府相關支出,並可提升生活環境之品質。

In recent years, the trend of global carbon reduction, countries are paying attention and strongly advocated the importance of public transport, and interface with the public transport journey times and finish still need to rely on walking. "Pedestrian Space" should be engaged in urban transport planning and design should be taken seriously when the contents of any journeys in the process regardless of what transport to use tools, are covered by "pedestrian" part. Sidewalks have evacuation and emergency shelter buffer function on urban disaster prevention system. It also plays a series of convergence sidewalk all the important elements of urban space. The existing roads in urban areas through this study of the status of the sidewalk survey information. Basic sidewalk information system is built in Yongkang. The future of the unit in charge of urban roads during the design, the "urban roads and ancillary works design specifications" and "humanity oriented transportation planning and design manual" for the common reference base, through reference to the specification of job content and consider the relevant factors, the sidewalk leading to the consistency of planning and design integrity. Future plans related to the completion of the sidewalk, may award by way of adoption by the community, and associated environmental and facilities maintenance of order, not only to reduce government-related expenses, and improve the quality of living environment.
