新北市山坡地保育管理資訊系統之建置與運用

摘要

台灣地小人稠，在與自然爭地下，不免造成環境的衝擊與影響，進而在自然界的反撲下，致使坡地災害經常可見。近年來，山坡地保育及防災問題逐漸受新北市政府部門及民間各界重視，而為了減少山坡地受自然災害之破壞，首要健全與強化山坡地的管理；其中，如何有效提供與掌握正確資訊，則為山坡地管理過程中不可或缺之要務。因此，建立一套完善的區域性山坡地管理資訊系統實屬必要。
本研究以新北市為研究範圍，新北市境內人口眾多，山坡地區域廣，伴隨而來的山坡地管理所面臨的問題也相對多元。近年來，利用地理資訊系統(Geographic Information System, GIS)為工具，以提供土地資源管理、規劃及決策之用，在國內外已蔚為風尚。研究中，針對市內所轄的山坡地資源之監督與管理工作(山坡地查報取締管理、土地合法開發管理、山坡地超限利用管理)，以及山坡地處理與維護計畫業務（特定水土保持區計畫、水土保持計畫、土石流防災疏散避難計畫），透過運用一套結合地理資訊系統、管理資訊系統、資料庫系統、網際網路及行動式資訊技術之山坡地管理資訊系統，將山坡地業務有系統地提供管理者山坡地資訊，達到有效管理與運作的目標。研究中並針對新北市山坡地保育與管理之推動，提出相關之策略。
結果顯示，本研究所建置與運用之山坡地管理資訊系統，以及山坡地保育管理之推動策略，將可提供政府相關單位對於山坡地管理業務上，或是擬定相關政策時，一套有效且完整的系統以資參考與運用。

With its high population density and limited land resources, some areas in Taiwan suffer from slopeland disaster due to improper land development. Slopeland conservation and disaster prevention have become very important issues for the New Taipei City Government and private sectors. Therefore, it is necessary to develop a regional slopeland management information system to strengthen slopeland monitoring and management and to reduce disaster.
In this study, the research area is New Taipei City. The proposed slopeland management information system incorporates disaster prevention and land resources management, planning and decision with geographic information system, management information system, database system, internet and mobile information technology. The countermeasures for slopeland conservation and management are propounded.
The results show that the established slopeland management information system can be employed by the competent authorities to enhance the efficiency of investigation, reporting and crackdowns on illegal usage of slopelands and to facilitate slopeland administration.
