老人日間照顧中心位置選擇因素之研究-以台南市為例

摘要

人口快速老化是近年來已開發國家普遍所面臨的現象，許多問題是因應而生，老人照護也成為一個急需解決的問題。過去各個國家都致力於發展各種老人的長期照護，來解決老人照顧的問題，經過多年的實施及經驗，由北歐國家開始提出『在地老化』（aging in place）的概念，興起回歸家庭和社區的想法，讓高齡者在他們熟悉且擁有完善的照護及服務的環境下安養老年。
但是當高齡者回歸社區生活時，卻出現新的問題，在白天家屬們必須上班、上課，無法給予高齡者完善的照護；因此發展出『日間照顧中心』的照護方式，以提供白天社區裡的老人應有的照顧。而在設置這些日間照顧中心時，位置的選取便成為另一個值得深入探討之議題。故本研究利用層級分析方法，透過相關領域的專家學者意見及業者之經驗，找出在設立日間照顧中心，選擇區位時必須納入考量之重要因素。
從研究結果發現，專家們認為地方之需求，是影響業者選址時最重要因素，擁有穩定的客源才能夠使中心長期營運；其次，如不動產成本等經濟因素，亦為評估日間照顧中心位址時不可忽視之因素。因此，若能謹慎考量上述因素，必能降低未來在經營上的風險。希望本研究得到之結果，對未來在設置日間照顧中心時，能夠有所幫助，並對那些在社區中老化的高齡者，其生、心理皆能有完善的照護，使晚年生活過得更愉悅、更有尊嚴。

Many developed country now is in the face of “Aging of Population”. In order to solve the problem of aged charge, each country have work for any kind of long-term care, through years of experimentation and the experiences, it’s first been pointed out a concept named “Aging in Place” from the north-Europe and raised up the family and community return, it’s meant that the best way to set up one’s late in life if he or she can live with a familiar environment and also have a perfect take care service.
New problem appears when the elder back to live in the community. The family members have to work or go to class on day-time, so they may be lack of take care on the old people. So, we develop a Day Care Center to provide the elder who should be take care well in the community. But it’s a issue we have to take a deep thought on the position choice. To find the most important factors on position choice , We use AHP (Analytic Hierarchy Process), and also through to the opinions and experiences from the professional scholar and the entrepreneur.
As the result, the professional think the demand of the community is the first important factors to the enterpriser, only there are stable customers the center will run long-term. Second, some economics factors like the immovable property cost are also important factors on evaluation the position where to build the center. If we can consider well of the question above, it will decrease the risk on operation in the future. We also hope the research not only help to build Day Care Center in the future but also can take care well on elder in the community, and make their remain life more pleasure and respectful.
