水災後家戶風險訊息傳遞與調整行為之研究-以高雄平地地區為例

摘要


颱風災害經常對衝擊地區帶來財物損失;在社會層級中,家戶受到水災衝擊是最直接也最脆弱的。本研究以家戶為研究對象,在颱風災害過後,家戶是如何透過災害經驗累積與其風險溝通而進行災害調整措施。藉由了解家戶之調整行為,以利未來管理層級於防救災決策能有效給予家戶層級幫助。 本研究提出理論模式,並藉由問卷蒐集資料,透過線性結構方程式驗證理論,再提出結論與建議。研究發現,家戶在受到災害衝擊時所採取的調整行為,隨著衝擊時間的改變下,執行意願有下降的趨勢;影響家戶調整行為的主因為災害經驗與風險訊息的傳遞。 研究結果發現,風險訊息的傳遞會影響民眾的災害認知與調整行為。因此建議政府重視風險訊息傳遞這個環節,提高民眾對於水災的了解程度。例如:增加傳遞風險訊息的管道、提供多元化的訊息來源;可以讓民眾願意進行確認警報以及調整措施等行動,令民眾可以正視災害防救之重要性。

Typhoons cause property damages. Among all social levels, household is the social unit hit by flooding directly. This study adopts households as the study units; the purpose of this study is to understand the adoption of adjustments with associated flooding experience and risk information. The study of adjustment behaviors can offers suggestions to the government, thus improve the effectiveness of future disaster relief for all governmental levels. This study proposed a theoretical model, collected data through questionnaire, and used the linear structure relation (LISREL) to verify the theory. It reveals that, household adjustment behaviors after impacts decrease significantly. Those factors affect households adjustment is the previous experience and dissemination of risk information. This study found that the hazard communications will affect the people’s risk perception and adjustments. Recommends that the government enhance its communication efforts thus, improves people’s understandings in flooding issues. For example: provide more informing channels of floodings, more sources of hazard information. So people are willing to check warning and make adjustment, let people can face to the importance of disaster prevention and rescue.
