適宜遷居區域選評結構方程模式之研究-以台南高雄泥岩區為例

A Model of Selecting Livable Location Via the Structural Equation Modeling ─ Examples For Tainan and Kaohsiung

摘要


由於全球暖化,造成冰山融化、海帄面上升日益嚴重,因此,對於台灣西南部沿海可能面臨土地被淹沒,需遷居至丘陵地區的課題,而這些丘陵地區大部分均為軟弱泥岩區。是故,本文利用聯合國衛生組織(WHO)所訂定的適宜人居的標準目標,安全、健康、便利、舒適、社會經濟下去做適宜遷居的探討。本文首先利用這些丘陵地適宜居住的因子進行沿海居民問卷調查,再運用結構方程模式(Structural Equation Modeling,SEM)進行分析,獲得一個區域選評SEM模式,此SEM模式由安全、健康、便利、舒適和社會經濟等構面所形成,最後進行此結構模式適配度檢定。本文分析結果顯示由因子資料面所分析出便利構面(0.97)為最受訪居民所重視之關鍵考慮因素,其他構面依序是社會經濟(0.69)、健康(0.65)、安全(0.54)、舒適(0.46)。接著再進行在標準化以求得權重比例等於1的值,最後所得的其權重值為便利(0.294)、社會經濟(0.208)、健康(0.196)、安全(0.163)和舒適(0.139)。 最後,依據其權重和評估準則,對西南部泥岩地區190個里進行評分並排序,建置一個西南部泥岩地區適宜遷居模式,此模式可以得知其中西南部泥岩地區有27%低於60分,24%是接近標準的,47%是達到標準以上的,可算是比較適宜遷居的地方。透過此模式可以在未來在考量適宜遷居區域選評時的參考與利用。藉由本研究結果與陳靖媗(2010)所做的結果相做比較,可得在專家與居民兩方面的考量下,六甲區的大丘里;東山區的高原里、青山里、南勢里;白河區的關嶺里;楠西區密枝里、照興里;玉井區的豐里里、望明里;南化區的關山里、玉山里;山上區的山上里為較危隩的區域。

Because global warming, it caused by melting glaciers, rising sea levels. It will submerged the problem to face the southwest coast of Taiwan, while it moved to the hilly areas select question with the most of these areas for the mudstone area. Therefore, this paper use the World Health Organization(WHO) which set the appropriate goal of living standards. The appropriate goal is formed by security, health, convenience, comfortable and socio-economic. This paper ,five factors of doing the right selecting livable location. The first, use of these hills livable factors coastal residents survey, and then use structural equation modeling (Structural Equation Modeling, SEM) analysis,to get SEM modeling of selecting location,the SEM model make up safe, health, convenience,comfortable and socio-economic,and finally to test fit to this structure. This analysis result that showed the important of convenience (0.97) to resident key faceors, other order of dimendions are socio-economic(0.69), health(0.65), safe(0.54) , Comfortable(0.46). Then, in order to achieve further weight in a standardized ratio equal to 1, and finally obtained its weight is convenient (0.294), socio-economic(0.208), health(0.196), safety(0.163) and comfortable (0.139). Finally, according to weight and assessment criteria, on the southwestern mudstone area, it was ratings and sort to 190 villages of south western mudstone area,to build a model suitable for relocation. This model can find the southwestern mudstone area to 27% below 60 , is close to the standard 24%, 47% is more than up to standard, can be moved to more appropriate places. Through this model will move to the next regional elections in the consideration of appropriate assessment and use of a reference on the future. Findings of this study and Jing Syuan Chen (2010) made with the results for comparison that get in the experts and the residents of both considerations, Liou Jia Ou, Da Ciou Li; Dong Shan Ou, Gao Yuan Li, Cing Shan Li, Nan Shih Li; Bo He Ou, Guan Ling Li; Nan Si Ou, Jhao Sing Li; Yu Jing Ou,Fong Li Li,Wang Ming Li; Nan Hua Ou,Guan Shan Li, Yu Shan LIi; Shan Shang Ou,Shan Shang Li are more dangerous areas.
