高雄市中輟個案管理中心個案之研究

摘要


高雄市中輟個案管理中心個案之研究 中文摘要 本研究旨在探討高雄市中輟個管中心運用個案管理在中輟處遇工作上之實務工作之現況,分別對於組織概況與執行個案管理模式之情形進行研究。 本研究首先根據文獻加以探討,分別了解中輟與個案管理的基本概念,並進一步探討兩者相互結合之重要性,做為本研究的理論基礎。研究者採取質性研究的個案研究法,以高雄市中輟個管中心為研究對象,選取中心內六位主要實務工作者進行半結構式的訪談。 根據訪談分析共整理出十個主題,分別是:1.中輟個管中心的成立背景;2.該中心之組織特性;3.中輟個管中心的組織編制;4.中輟個管中心的工作模式;5.中輟個管中心的工作流程;6.中輟個管中心的組織優勢;7.中輟個管中心的工作成效;8.中輟個管中心的組織限制;9.中輟個管中心在實務工作推動的困難;10.受訪者對於中輟個管中心以及中輟工作給予的建議。 而本研究之研究結果則是:1.中輟個管中心成立在教育體系,其中反映出傳統教育體系與社福體系合作的困難。2.教育體系嚴謹的科層體制有助於推動中輟個管中心的成立及業務的推動。3.中輟個管中心的個案管理模式可整合不同專業,此中心部分的工作方法接近理想的中輟處遇原則,然而在與家庭的工作上仍有欠缺。4.中輟個管中心有健全的督導制度,給與實務工作上很大的幫助。5.學校社工的設置具有明確的法令依據,被期待承接中輟業務。6. 此中心個案管理模式是透過組織的力量所形成的工作平台,而理想個案管理是要兼顧社工員個人形成的工作平台與組織形成的工作平台。 根據研究分析與結果,本研究建議如下:1.透過政策的制定來推動個案管理應用與推展在中輟工作上。2.個案管理的執行需兼具組織的平台以及個人執行個案管理的形成的平台。3.建議運用學校社工來延續中輟個管中心的工作業務。4.建置完整的督導系統,並且落實行政、教育、支持三大功能。5.教育體系與社福體系需更多的包容與尊重。6.增加與家庭的工作訓練。7.社工進入校園前須多加認識校園相關的工作文化。8.加強組織的宣導工作。

Case Study of the Kaohsiung City's Center of Dropout Case Management Abstact The present research is to understand the practice of how the Kaohsiung City’s Center of Dropout Case Management applies case management in the treatment of dropouts. This research focuses on the influences of the organization and the organization’s operation in dropout case management. The author first reviews the literature regarding dropout and case management, and further discusses the relevance of these two streams of research. Building upon the literure, the author adopts a qualitative research method - case study research- and conducts a semi-structured interview on six employees of the Kaohsiung City’s Center of Dropout Case Management. The in-depth interview focuses on ten topics: (1) the development background of the center; (2) the organizational characteristics of the center; (3) the organization structure of the center; (4) the working style of the center; (5) the workflow of the center; (6) the organization advantages of the center; (7) the work effectiveness of the center; (8) the organizational constraints of the center; (9) the difficulties that the center faces in practice; (10) the recommendations that the interviewees suggest to the center and to the work of dropout case management. The findings of this research suggest that: (1) the center is developed within the education system, so there is difficulty in the collaboration between the traditional education system and the social welfare system. (2) The rigorous hierarchy in the education system is beneficial to the development of the center and the implement of tasks. (3) The case management model used in the center helps the collaboration of different professions. The implement of tasks in the center mostly follows the principle of treatment of dropouts; however, more connection and cooperation with the family of dropouts are needed. (4) The center has a strong supervision system, which provides a great help in practice. (5) The set-up of social workers in schools is based on clear laws and regulations, and the social workers are expected to be in charge of the dropout related works. (6) The center’s case management is performed on a platform formed by the organization. However, the ideal dropout case management should incoporate both the platform formed by the organization as well as the platform formed by an individual social worker. The author proposes the following suggestions: (1) The government should development a policy to promote the application of case management method in the work of dropout management.(2) The dropout case management should be performed on both the platform of the indivudal social worker and the platform of the organization. (3) The center should use school social workers to follow up dropout cases. (4) A comprehensive supervision system should be constructed and it should perform the fucntions of administration, education, and support. (5) There shoud be more mutual respects and understandings between the education and the social welfare systems. (6) The training on how to interact with the family of dropouts should increase. (7) When social workers work in a school, they should first understand the culture of the school. (8) The center should propagandize its missions.
