兵科學校區位評選之研究-以砲兵學校為例

摘要


面對二岸詭譎的情勢,及軍事武力上的角力,另因應台灣本土常見的天災,如地震、颱風自然災害等所造成的人民生命及財產的損失,國軍積極整建兵力,建構一支「平時能救災,戰時能作戰」的勁旅,而國軍各級官、士、兵之訓練成果全部繫於兵科學校之上,連帶使得兵科學校校址的區位評選也相對重要。 本研究之主要目的係建立並提供兵科學校區位評選之模式,透過此一方法論,任何領域之研究人員皆可對任何兵科學校評選之替代方案,實施評選作業,使兵科學校區位評選的工作更加完備。 本研究提出以模糊層級分析法(fuzzy analytic hierarchy process, FAHP)為兵科學校區位評選建立模糊決策之架構,針對影響兵科學校區位評選之因素透過修正式德爾菲法(modified Delphi method)及模糊層級專家問卷進行「平戰任務」、「訓練場地」、「訓練風險」、「交通影響」及「環境影響」等5項評估準則及「全民國防教育」、「作戰分區任務」、「全募兵國防役訓練任務」、「兵科專業訓練」、「臨時災難安置所」、「訓場面積」、「訓場地形及地貌」、「訓練設施的擴充能力」、「射擊方向與距離」、「訓練噪音」、「訓練設施安全」、「地區道路負荷能量」、「大眾運輸工具種類」、「學校出入口車流」、「當地氣候」、「水、電力供應」、「週邊產業發展」、「營區開放供居民休閒活動」等18項影饗因子進行各模糊權重之計算,進而建立兵科學校區位評選模式,最後以「砲兵學校遷校」之實證測試加以驗證模式之適合性。

As a result of mysterious and unpredictable situation between China and Taiwan , the military conflict is formed ; and because of natural disasters such as earthquake,typhoon and flood which affect people’s life and wealth , Taiwanese army is actively building armed forces , and organizing a troop which can be mobilized for reliving disasters and batting under combat situations . nonetheless,the training result of officers and soldiers is basically based on army school ; therefore , the evaluation for locating an military school is comparatively important . The main purpose of this research paper is to set up and provide proper evaluations for locating an army school , and through this methodology , the alternative evaluation proposals for locating an army school can actually be planned by any researchers from this certain field . More importantly,it helps the process of setting up evaluations for locating an army school to be done more efficiently and precisely . This research paper is to propose and address that using fuzzy analytic hierarchy process as strategic decision-making structure for evaluations for locating an military school . Basically , the elements which affect selecting evaluations for locating an military school are based on modified Delphi method ; moreover , the experts conduct poll-method to perform five assessment projects , daily and combat mission , training field , training risk , transportation and environmental influence. With the elements are mentioned above , this research paper is also conducting calculation of fuzzy weight based on eighteen other impact factors , “national defense education ” “combat area mission ” “voluntary-soldier training mission ” “specific professional army training ” “temporary disaster shelter ” “training field’s square area ” “training field’s topography ” “expanding ability of training facilities ” “firing angle and range ” “training noise ” “safety of training facilities ” “tolerance of local road ” “types of transportation ” “traffic of school’s entrance and exit ” “ local weather ” “utility and power supply ” “development of surrounding’s industry and business ” “civilians’activity when public-access of the base ” At last , taking moving construction of the Army Artillery School as an example is the way for demonstrating the properness of these assessments .
