應用DEA分析臺灣港務股份有限公司經營績效之研究-以高雄分公司為例

摘要

臺灣位於亞洲，又是一個經濟發展地區，對於台灣是一個四面環海的國家，很多資源進出口仰賴海運。臺灣港口都由政府經營所以發展緩慢，但在2012年已轉由半民營的方式經營，已改為臺灣港務股份有限公司，未來將改為民營公司將公司上市上櫃發展。臺灣港務股份有限公司主要有基隆、臺中、高雄及花蓮四個港務分公司，專營港埠經營業務，提升港埠經營效能及彈性，促進國際商港區域之發展，其中高雄港務分公司為本研究主要對象。本文利用資料包絡分析法(DEA)分析高雄港務分公司2001~2012年的經營績效，分析結果得知2004、2005年和2009-2012年整體效率為相對有效率；而2002、2003與2006-2008年整體效率為相對無效率，在2002、2003與2006-2008等5個年度，整體規模報酬遞增，應對投入項目與產出項目的比例方面，加以調整就能達到有效率的狀態。本研究更進一步利用Tobit分析投入項倉儲與員工人數和DEA分析效率模式的相關聯性，而分系結果得知倉儲與員工人數總項與效率模式皆有密切高度相關聯性。

Taiwan in Asia, as well as an economic development area, for Taiwan is a country that is surrounded by the sea, many resource import and export dependent on shipping. Taiwan ports are run by the Government and so the slow development, but run in 2012, has shifted from semi private, had changed to Taiwan International Ports Corporation, Ltd. Taiwan International Ports Corporation, Ltd. will be changed to private companies to take the company public on the future developments. Taiwan ports Corporation include four port Keelung, Taichung, Kaohsiung and Hualien branch, franchise operations of ports and Harbors to enhance management effectiveness and flexibility of ports and harbors, and promote the development of international port district, and Kaohsiung Harbor Branch as the primary object.
Using data reported by complex analysis (DEA) analyze the business performance of Kaohsiung Harbor Branch 2001-2012. Analysis shows that in 2004 and 2005 and the overall efficiency of 2009-2012 for relatively efficient; 2001-2003 with 2006-2008 overall efficiency are relatively inefficient. In 2001-2003 and 2006-2008 as a whole increasing returns to scale, with regard to input-output ratio of the project, adjusted to achieve efficient State. This study further uses Tobit analysis into warehousing and associated staff and DEA efficiency analysis model of sex, while the results of the analysis show that the storage and the number of employees always worked closely with efficiency mode has a high durability.
