航空產業具有易受外在經營環境不確定性影響之營運特性,但航空公司仍需負擔龐大的各項成本,因此航空公司需全面檢視其經營成本,並擬定可行之成本因應對策,而其中人事成本的花費僅次於燃料成本,在總成本中占次高比例,又停機線維修人員可視為確保飛航安全的第一線人員。因此,對於維修人員的執勤班表如何有效規劃,並能兼顧考量人員疲勞等生理方面之影響因素,如此將能提升航空公司飛安品質,同時可發揮最大的工作效率,並能降低航空公司之人事總成本。 本研究以航空公司之立場,考慮已知之維修人員數量、公司規定之限制等因素,同時納入維修人員疲勞值之考量,以人員總成本最小化為目標建構航管人員指派數學模式,並使用C++程式語言軟體進行模式求解工作。 本研究結果得知維修人員人數規模與疲勞值上升下降之斜率將影響航空公司人力成本之高低,而維修人員人數51人時,搭配疲勞值上升斜率中與下降斜率低之組合,可將人力成本降至最低。 此外,本研究透過設立疲勞值的方式,以避免過度疲勞之人員被指派,將有助降低飛安風險,本研究之結果期能提供航空公司進行停機線維修人員指派時之參考依據。
The aviation industry is vulnerable to the impact of the external operating environment of uncertainty operating characteristics, however the airlines had to pay a huge cost. Therefore airlines in operation will be more cost pondering, which the cost of personnel costs after fuel costs, accounted for the second highest of total cost, and line maintenance crews can be regarded as a first-line personnel to ensure flight safety. Therefore, how effective planning schedules for maintenance personnel on duty, and to take into account staff fatigue and other physiological factors considerations, it not only enhance the quality of flight safety, but also maximize the work efficiency and reduce airline personnel total cost. To the airline's views, we considerate restrictions of the maintenance crews quantity, companies subjects and other factors. The object is minimum the personal cost, and use fatigue value in setting model constraint. The results of this study that the number of maintenance crews and fatigue rising and falling slope will affect the airline's personnel costs. When the number of maintenance crews 51 with fatigue value middle rising slope and low falling slope, it make the lowest of personal cost. In addition, the paper set up fatigue value can reduce the risk of flight safety. In the end, expect it can be references on line maintenance crews assignment in the future.
