影響中小企業安全衛生管理績效的關鍵要素

摘要

中小企業由於人力財力資源有限，其安全衛生管理績效通常不如大型企業。本研究希望在眾多的安全管理措施與要項中，辨別出影響最大的關鍵要素，期待中小企業的管理階層將有限的資源集中在重要的管理活動中，以有效提升安全衛生管理績效。第一階段進行質性的現場訪查與深度訪談；研究對象為船舶製造、金屬切削工具機製造及玻璃製品製造等3種行業，各個行業各取2家公司。統整質性研究之結果得知，中小企業安全衛生管理績效與經營管理者之重視(雇主安全承諾)、內部安全教育訓練的落實、勞工之安全認知，以及是否願意主動遵行安全衛生管理規範等事項有較明顯之相關性，且以雇主安全承諾及內部安全教育訓練相關性較高。
第二階段依質性研究的結果，設計問卷進行調查，將問卷統計分析得到的量化結果，與第一階段的質性結果進行討論比對。問卷調查以公司的基層主管及勞工為問卷為受測對象，計回收276份有效問卷。績效相對較好的公司，問卷平均分數前2高的分類均為安全承諾及安全教育；以職災預防措施分類為中介變項的相關性分析結果，所有公司相關係數前3高的分類均有內部教育訓練及可歸屬於「雇主安全承諾」的現場主管安全激勵。
本研究結論指出，影響中小企業職業安全衛生管理績效的關鍵要素為雇主的安全承諾以及內部安全衛生教育訓練的實施。

Due to the limitation of human resources and financial power, the safety and health performance of small and medium–size enterprises (SMEs) is no better than the large enterprises. This study is aimed to identify the key factors of affecting the safety and health performance in SME. Consequently, the managements in SME can concentrate their limited sources in the identified key factors to improve their safety and health management. Both of qualitative and quantitative studies are taken in this work.
The first phase of this research adopts field survey and personnel interviewing. Two companies in each of the following industries are selected and invited to join this project, namely, ship building, CNC manufacturing and glass manufacturing. The qualitative study shows that safety commitment from the top management, safety training, safety awareness and engagement in complying safety rules are the factors that highly visible in the companies which have better safety performance.
In the second phase, we conduct questionnaire survey, focusing on the front line supervisors and operators as our main subjects. The effective sample size of this survey is 276. Among the better-safety-performance companies of these three industries, the distinguishing factors are safety commitment and safety training. The results echo the findings in the qualitative study.
This study concludes that the key factors affecting the safety and health performances in the SMEs are safety commitment from the top management and safety training.
