私立學校不像公立學校受到政府採購法之規範,所以私立學校辦理發包時有較大的選擇空間,理論上具有效率與彈性上之優勢,但若遭遇不良廠商介入時,將會面臨品質上的問題。故做好專案工程發包品質,將是專案成功的第一步。然私校易產生發包品質良莠不齊之現象。而公立學校雖受政府採購法之約束,雖然形式上不容易出現明顯問題,但實質上要向上提昇專案工程品質時,也常受到相對地限制。且目前私校並無合宜的發包模式可協助校方評估之用。有鑑於此,本研究希望藉由既有私立大專院校發包模式的調查與分析,提出可行的發包決策模式,讓私立學校於工程發包時有更完善的參考依據,以提昇私立學校發包品質。故而,本研究的目的在瞭解私校建築工程發包模式,並評選出影響建築工程發包之評估因子及相對權重,最後完成建築工程發包模式之建構。 本研究方法則藉由文獻回顧,整理歸納學校建築工程發包相關課題及認識層級分析法(AHP),釐清工程發包的定義、內涵,以及探討工程發包方式與評選作業因素,以作為工程發包模式初步調查之基準,及應用於建築工程發包的步驟及權重的訂定。再藉由一般問卷調查的方式,瞭解私立大專院校建築工程發包模式,並篩選出較特殊的「分包程序」、「發包對象」與「招標、開標方式及決標評選準則」之考量因子,再透過專家學者問卷調查方式,應用層級分析法(AHP)篩選出合宜的評估因子及計算相對權重值,以建構工程發包模式之架構,最後決定最適方案。 最後本研究所提之學校建築工程發包模式,分成二階段操作,第一階段由決策者先行勾選評估意見,經整理成完整架構後,再進行第二階段評估項目之重要性比較及計算各權重值。經個案操作結果,反應出學校於招標方式對於學校態度(65.9%),以及決標評選準則對於建築師規劃設計能力(64.2%)的極度重視。開標方式因學校較重視『行政作業』過程,『規劃設計』之內容並非學校之專長,故產生個案與專家學者的評估有所不同。研究中發現,本模式操作,會依人、時、地、物之不同,而調整或擴充發包模式的架構。於此,透過模式的評選,希冀讓私校建築工程發品質更能向上提昇。
The private school has the superiority of efficiency and elasticity in the procurement, but if un-experienced manufacturer involve, then the private school will face the problems of the quality. However, the public school essentially has related-limits to promote upwards the quality of the special procurement project. And the private school doesn’t presently have the appropriate procurement model to assist the school authorities to do the appraisals. So, this research hope to propose a feasible procurement decision making model by the present investigation and analysis of the procurement of the private universities and colleges. Let the private school promote the quality. The method of the research is to arrange, sum up the relative topic, to recognize the analytic hierarchy process, to define clearly the meaning and content of the building construction procurement, and to discuss the building construction procurement method as well as the appraisal work factor. And with general questionnaire survey way to understand the private universities, colleges building construction procurement model, to screen more special consideration factors , sub contract procedure, procurement object, the tenders, opening of bids way and winning bids evaluation criterion, to use analytic hierarchy process to screen appraisal factor, to calculate relative weights value through the experts questionnaire survey way, to construct the procurement model . In this research, the school building construction procurement model, divided into two stage operations. At the first, the policy-maker chooses the appraisal opinion, and then compares the importance of the appraisal projects, and calculates various weights value. Various documents operating result finds out, the school takes extremely in the tender way regarding the school manner 65.9%, the winning bid evaluation criterion plans for the designed capacity regarding the architect 64.2%, as well as the opening of bids way, administrative work, the process. The research indicates, this pattern operation can depend on the human, time, place, and things, adjusts or expands the construction of the procurement model.
