航空站聯合櫃檯營運模式之研究 -以台南航空站為例

摘要


近年來由於外在環境影響、經濟持續不景氣,航空市場歷經美國911恐怖攻擊後產業營運成本之提高、SARS、油價上漲、票價調整、國道客運業搶攻市場,加上高速鐵路通車營運,因而造成國內航空市場之巨大衝擊,是故如何尋求經營國內航空業之生存契機,將成為業者營運上所必須面臨的重要課題。 櫃檯指派作業在機場營運系統中扮演者十分重要的角色。良好的櫃檯指派系統不僅可取代機場工作人員費時耗力的人工指派方式,亦可有效的運用櫃檯資源,提高櫃檯之作業效率。 本研究以航空業者立場,在給定的營運資料下,包括租用櫃檯成本、櫃檯服務人員成本等,以總成本最小化為目標,考量高鐵通車後,航空公司在客源縮減,班次減少的情況下如何降低櫃檯營運成本,建構出聯合櫃檯之營運模式,以數學規劃軟體OPL Studio 3.6.1為模式輸入介面,運用CPLEX求解引擎求解。 本研究以國內一國內線機場之現有櫃檯設施營運狀況為研究對象進行實驗設計與實証分析,進而提出結論與建議。

The depression of global economics and the external environmental effect, after the aviation market had been through repeatedly the American 911 terror attacks, SARS, transportation fare rising, fuel rising, opening domestic long-way bus business, and the high-speed railway was open to traffic transport business, thus created the domestic aviation market the huge impact, therefore how sought survival turning point the management domestic aviation industry, will become the important topic. Counter designation in airport business system actor extremely important role. Not only the good counter designation may substitute for the manual designation way, also may the effective utilization counter resources, enhance work of efficiency the counter. This research by the aviation entrepreneur standpoint, the business data including rents the counter cost, the counter service personnel cost and so on, take the total cost minimum as the goal, after the consideration the high-speed railway is open to traffic, the airline will reduce in the source of tourists and flights, how to reduce the counter cost, will construct the operating pattern of airport union counter, take mathematical programming software OPL Studio as the pattern input interface, will solve using the CPLEX solution engine. We perform a case study using real counter operating data from a domestic airline in Taiwan and then proposes the conclusion and the suggestion.
