摘 要 我國自民國八十四年開始實施全民健保,對我國醫療環境造成極大的衝擊,使得醫療給付制度無法支持較高層次的醫療服務、精密設施、轉診制度及部份負擔,因此,如何降低材料採購、部門作業等成本,即是當務之急。 本研究採用層級分析法(AHP)評價大型標案得標的關鍵成功因素。層級分析法(AHP)是用於確定各評價因素的水準。第一階層是大型標案得標關鍵成功因素,在第二階層有4個評價構面和第三階層的16個評價標準。同時,以層級分析法的正式問卷設計並作進一步研究。 可以看出,在第二階層的4個評價裡,專家認為其權重依序為管理能力32.4%、資格能力27.9%、專業技術22.6%及標價合理性17.1%。基於第二階層研究產生的16個評價標準為第三階層。其中16個評價標準權重依序為標單細部單價合理性、品質管控能力、總標價合理性、實際績效、專案組織及人員素質、進度管理能力、公司商譽、實作經驗之關鍵技術、公司財務能力、設備與材料、危機及風險應變能力、資金調度管理能力、上下游協力廠商、標案瞭解程度、主要項目計畫說明及公司規模組織。 關鍵字:標案得標、關鍵成功因素、層級分析法
Abstract The health care environment in Republic of China (Taiwan) has been greatly impacted since the implementation of National Health Insurance in 1995. It has considerably hindered the medical payment system from supporting a higher level of medical services, precision instrument, referral system, and portion of medical expenses. Accordingly, the ways to reduce the cost of the procurement of materials and the sector operations are of prime importance for further investigation. In this study, the critical success factors in the large tenders are evaluated by utilizing the Analytic Hierarchy Process (AHP) to determine the standards of evaluation factors. The first process discusses the critical success factors in the large tenders; the second one consists of 4 evaluation dimensions, and the third one comprises the 16 evaluation criteria. Moreover, the further research will be conducted by the formal questionnaire in accordance with the Analytic Hierarchy Process. In the second process, the findings indicate that the four evaluations which are rated in descending order of importance by experts are as follows: management capability (32.4%), qualifications (27.9%), professional technique (22.6%) and reasonable price (17.1%). The 16 evaluation criteria in the third process are based on the research of the second process. The 16 evaluation criteria rated in descending order of importance are as follows: rationality of detail unit price of the tenders, capability of quality control, rationality of total price, the actual performance, project organization and quality personnel, process management capability, goodwill, key technology of experience, financial ability, equipment and materials, risk and contingency capability, capital dispatch management capability, upstream and downstream manufacturers, level of understanding the tenders, description of the main project plan, and the size of company organization.
