溫泉遊憩區遊憩價值評估之研究-以關子嶺溫泉風景區為例

摘要


隨著休閒旅遊觀念的提升以及所得逐漸增加,使得國人對戶外休閒旅遊的需求日益迫切。其中國人尤其偏好可以與大自然親近的山林遊憩活動,除了可觀賞自然風景及登山健行外,泡溫泉與做SPA亦是最喜歡的遊憩活動之一。而遊憩評估的目的即在於提供最佳的服務品質與最少的資源破壞,使遊憩者能獲得最佳的遊憩體驗與最高的遊憩滿意度,並使遊憩資源能永續利用。本研究即以關子嶺溫泉風景區之遊憩資源為研究範圍,利用條件評估法進行支付卡問卷實地調查,以瞭解風景區遊客現況,建立遊客願付價格實證模型,分析願付價格之影響因素,進而估算出遊憩資源總價值。經由實證分析的結果,歸納出相關結論如下: 關子嶺溫泉風景區對於遊客具有一定的旅遊吸引力與遊憩價值,尤其是居住南部地區的遊客更是如此。遊客特別喜愛可接近大自然的遊憩活動,也相當重視家庭式的休閒旅遊活動,遊客的旅遊自主性也相當高。遊客之遊憩價值的產生不僅是為了關子嶺溫泉風景區特有的溫泉遊憩資源,還包含風景區其他的自然景觀遊憩資源。 依據關子嶺溫泉風景區遊客願付價格模型估計結果,以及迴歸統計分析理論,Tobit模型確實較適合受限依變數樣本的迴歸統計分析,而本研究所建構的遊憩價值評估模式是可行的。 Tobit模型的估計結果顯示,遊客願付價格的顯著影響因素有三點:一為遊客的遊憩資源滿意度以及旅遊經驗與態度,會影響其願付價格,為正向的影響關係;二為遊客的所得較高與職業的收入較穩定則會有較高的願付價格;三為環保意識較強的遊客會有較高的願付價格。 關子嶺溫泉風景區的溫泉資源對遊客願付價格雖屬影響顯著的變數,但影響程度不高,遊客至此遊玩也非完全為了溫泉資源,反而較喜愛自然景觀遊憩資源或美食。 關子嶺溫泉風景區之遊客每人每年願意支付561.61元的資源維護費用,而風景區之遊憩資源每年可產生5億6千萬元的旅遊經濟價值,此可作為風景區規劃決策與研究的參考依據。

With increase of tourist ideas and improvement of income, the compatriot demand of outdoor recreation is rising day by day. Among them compatriots especially have a partiality for the recreational activities around forest of mountain that can be close to the nature, except can view and admire natural scenery and mountaineering walking, both bath in hot spring and make SPA are the recreational activities to be liked most also. The purpose of recreation evaluation lie in offering the best service quality and the less resource destruction, for tourists could obtain the best tourist experience and highest satisfaction, and sustainable use of recreational resources. This study use the Contingent Valuation Method(CVM) to establish the model, discusses the tourists Willingness To Pay(WTP) and the key factor regarding the recreational resources protection fee. According to the results of questionnaires, Guanzihling Hot Spring Scenic Area is very attractive and valuable to the southern part tourists. Tourists like to be close to visiting the recreational activity of nature very much, paying much attention to the family recreation tourist activity too, visitors' travel independence is quite high too. The formulation of tourists' recreational values is not merely for closing the hot spring of scenic area, still include other natural landscape and recreational resources of scenic area. According to the estimate results, Tobit model is superior to the linear regression model. Tobit model is also really relatively suitable for the limited dependent variables analysis. The findings show three kinds of key factors are the tourists go specially, recreational resources satisfaction and tourist experience, the occupation is the public administration personal and highest income, and stronger environmental consciousness, their relationship with the Guanzihling Hot Spring Scenic Area recreational resources protection fee are all positive. This study also estimated WTP of each tourist per year is NT$561.61, whole year the Guanzihling Hot Spring Scenic Area recreational resources product the economic value approximately NT$560 million.
