本研究目的在探討現有安全衛生管理人員證照制度之優缺點,盼對政府未來提升我國勞工安全衛生人員的素質有所參考。本研究以國內的勞工安全衛生人員與企業為研究對象,探討數個主要國內外職業安全衛生證照制度,蒐集大專院校職業安全衛生相關系所的畢業生人數、國內外的安全衛生證照制度、符合法令之公司數和勞工安全衛生人員需求度,將所得資料透過統計軟體用函數計算。將結果比較不同國家證照制度模式以及其優缺點,並藉著調查與訪談所蒐集的資料,了解勞工安全衛生人員的供給面與需求面以及其對安全衛生管理之成效。根據國內外證照制度的比較、我國勞工安全衛生管理現況、勞工安全衛生管理之成效及各數據之關聯,本研究提出建議未來安全衛生證照制度改善之具體可能參考方向,希望對政府及相關主管機構未來有機會修法時,能有具體助益。
In order to enhance the quality of industrial safety and health professionals, this study take domestic industrial safety and health professionals and companies as research subject, and discuss with aspects of industrial safety and health certification system. By collecting number of college departments of industrial safety and health graduates, domestic and abroad safety and health certification system, number of companies which conform to the safety and health laws, and how industrial safety and health professionals are demanded, use the datum by the function of statistic software to calculate the totality. Get the result to compare the advantages and disadvantages of different country's industrial safety and health certification system, information gathered by investigation and interview, we could find out the supply and requirement of industrial safety and health professionals, and the benefit management of safety and health. Further, hope by means of expert conferences to investigate what we can strengthen in the domestic industrial safety and health certification system. According to the compare of domestic and abroad industrial safety and health certification system, present situation of the industrial safety and health administration domestically, the result of the industrial safety and health administration domestically, and the relationship between each data. This study find that by means of increasing the qualification standard of the industrial safety and health professionals and the maintenance training, the non-governmental training organizations and our government along with the people trained, can be benefited.
